The Ukrainian parliament is considering an initiative to abolish the detention of cars for parking violations. The draft law, which is currently under consideration, envisages significant changes in the law enforcement system concerning parking inspectors. Read more in our material
The Verkhovna Rada's Law Enforcement Committee recommends adopting a bill aimed at adjusting the powers of parking inspectors. This was reported by RBC-Ukraine with reference to the press service of the parliament.
One of the key aspects of this law is the prohibition of temporary detention of cars during martial law.
Abolition of temporary car detention
The purpose of the draft law No. 9092-3 is to temporarily deprive parking inspectors of the right to temporarily detain vehicles. These powers will be transferred exclusively to the National Police.
The adoption of the act, as envisaged by the draft, will simplify the issue of temporary detention of cars, especially in the context of air alert. This will help save the lives of drivers who are forced to quickly leave their cars to seek shelter, violating the rules of stopping or parking.
According to statistics, the number of cases of temporary detention of vehicles during martial law in Ukraine has increased due to the military invasion of russia. This problem is particularly relevant in large cities such as Kyiv, Kharkiv, Dnipro, Odesa and others.

Systematic detention without proper grounds
According to the explanatory note to the project, parking inspectors often temporarily detain cars without proper legal grounds. This problem is widespread and urgent, particularly in large cities. In 2021, 53,875 such cases were recorded, and in 2022 the number dropped to 43,200.
According to the data received from the National Police, the total number of vehicles that were delivered to special sites for temporary storage in Kyiv in 2021-2022 is 98,952.
Drivers in the face of missile strikes and air raids
Ukrainian cities are under massive rocket attacks, forcing drivers to quickly leave their vehicles to seek shelter. As a result, the rules of stopping or parking within the respective locality are often violated, which is the basis for the temporary detention of vehicles by parking inspectors.
The document notes that in such circumstances, it is unacceptable to require drivers to comply with stopping or parking rules, as their priorities should be aimed at preserving their own lives and health. From an ethical and moral point of view, drivers should take care of themselves rather than comply with the traffic rules in emergency circumstances.
