Wages are rising in Ukraine due to a shortage of employees, and as a result, the salaries of Ukrainians have already exceeded the pre-war level in dollar terms.


According to a report by the State Statistics Service, the average salary of full-time employees increased by 22.1% to UAH 20,964 in the second quarter of 2024.


Thus, in hryvnia terms, it is 49.6% higher than in pre-war 2021, when the figure was UAH 1,4014. In dollars, the salary of Ukrainians also increased and amounted to $526, although in 2021 the salary was $514.


Who gets paid more?


The highest salaries in Ukraine are in the Information and Telecommunications sector. Growth in this area was 37.1% to 50188 hryvnias.


Financial and insurance activities are in second place. Here, Ukrainians receive an average salary of UAH 39,890, and the growth was 21.6%. In the field of Professional, scientific and technical activities, salaries increased by 23.7% to UAH 28,300.


In addition, employees in the Public Administration and Defence sector now earn 24.4% more, to around UAH 27,285.


At the same time, salaries in education are the lowest at UAH 15,076. Here, salaries have increased by only 15.7% over the year.

Why is this growth recorded?


It is worth noting that wages in Ukraine began to grow as the labour market faced a significant shortage of employees due to the ongoing war.


Obviously, this allowed the National Bank to improve its unemployment forecast for 2024 from 16.2% to 14.2%.


Staffing problems are most often experienced by businesses in historically male-dominated industries (construction, transport, and mining). Companies in these industries were more likely to associate the lack of employees with mobilisation and to assess its negative impact on their operations as the most significant.
