Many Ukrainians travelling or moving to Bulgaria by car ask themselves the question: do they need to take out a local motor third party liability policy (MTPL) or are the documents they already have sufficient? We'll tell you what rules apply in Bulgaria, what Ukrainian drivers need to know and how to insure their car properly.


It should be noted that when entering any country of the European Union, you need to have an international insurance policy known as a Green Card. This document confirms that your car is insured for travelling in the countries included in the Green Card system, including Bulgaria.


The Green Card policy covers compulsory motor third party liability in Bulgaria, which means that in the event of an accident caused by you, the insurance company will cover the damages to the injured party. Therefore, if you have a valid Green Card, you do not need to take out a local MTPL insurance policy in Bulgaria for a certain period of time.


When do I need a local MTPL policy?


Despite the fact that the Green Card gives you the right to temporarily drive in Bulgaria without the need to purchase a local CTP insurance policy, this policy is valid only for a certain period.


However, if you plan to drive in Bulgaria for a longer period of time, for example, more than 6 months, or if your car is registered in Bulgaria, you will have to take out a Bulgarian compulsory motor third party liability insurance (CMTPL) policy.


According to Bulgarian law, all cars registered in the country must have a local motor third party liability policy. This is a mandatory requirement for all residents of Bulgaria, regardless of which country they come from. If your car remains registered in Ukraine, you can use the Green Card for the entire period of its validity, but in case of a long stay or plans to re-register the car in Bulgaria, obtaining a local MTPL is mandatory.
