Electronic submission of documents for a CUKR residence card: innovations for Ukrainians
Ukrainians who have PESEL UKR status in Poland are eligible to apply for a CUKR residence card, which will be available from 2025. In general, an application for a residence card can only be submitted offline, but Poland is planning reforms in this direction. In early November, the website of the Polish Council of Ministers published draft amendments to the Polish Law on Foreigners. The issue of this draft had already been raised earlier in March this year, but the amendments were not adopted then. Instead, according to Maciej Duszczyk, Vice-Minister of the Ministry of the Interior of Poland responsible for international affairs and migration, the draft law will be considered by the end of this year. What changes does the draft law envisage?
1. Launch of the updated service ‘Case Processing Module’ - MOS 2.0
2. Introduction of incentive payments for migrants who want to return to Ukraine.
The case processing module in Poland has long been in need of reform, primarily because of its offline system. Currently, you can apply for a residence card in person or by post. The most preferred option for foreigners is the personal meeting, which causes a number of problems:
- long queues;
- lack of possibility to visit in person;
- lack of free places in the queue;
- speculation on free places.
Therefore, in order to improve the conditions for foreigners, and in particular for Ukrainians who want to obtain a CUKR, the Polish government decided to partially transfer the ‘Module...’ to an electronic format.

Please note! Ukrainians with PESEL UKR status can apply for the CUKR card. In this case, the special status will be lost. The benefits and features of both documents are available on the Visit Ukraine portal.
Poland has not yet decided on the details of the introduction of incentive payments. In particular, it is only known that the assistance will be a one-time payment, so as not to encourage double migration.

What documents will be available under the new MOS 2.0 system?

- a permanent residence card;
- CUKR residence card;
- EU long-term resident card.

What is the procedure for obtaining a CUKR?
Unlike the current system, Ukrainians will have to appear at the centre of the relevant service only twice:
1) They will be present in person, show their passport and have their fingerprints scanned.
2) Receive a card.
The details of the electronic filing will become known after the module is launched.
