The summer of 2024 is coming to an end, and Ukrainians will face some changes starting September 1. Find out whether tariffs and taxes will rise in September, whether fuel prices will rise, in which European countries Ukrainian refugees need to reissue their documents, and some other important changes

Starting September 1, Ukrainians will see a rise in prices at gas stations and will be able to use a new service from Ukrposhta. We're going to tell you about all the relevant changes that will affect Ukrainians from the first day of autumn.

Will there be a tariff increase in September 2024?

For most household consumers, there are no plans to increase prices for electricity, gas and heating in September.

Electricity tariffs in September: no changes

The last increase in electricity tariffs for households in Ukraine took place on June 1, 2024 (from UAH 2.64/kWh to UAH 4.32/kWh). The same tariffs will remain in effect until May 1, 2025.

Please note! For electricity consumers who have a two-phase meter, the nighttime tariff is UAH 2.16/kWh.

Gas tariffs in September 2024: no changes

In Ukraine, gas prices for households will not be changed in September, and 98% of all Ukrainian gas consumers served by Naftogaz Ukraine will continue to pay UAH 7.96 per cubic meter. At the same time, the price of gas from other Ukrainian gas suppliers, which serve 2% of the population, ranges from UAH 7.70 to UAH 9.90 per cubic meter.

Heating tariffs in September 2024: no changes

Heating prices in September will also remain unchanged for all regions of Ukraine, as announced by Energy Minister Herman Galushchenko. Moreover, heating tariffs will remain unchanged until the end of the 2024/2025 heating season.

Water supply tariffs: partial changes

Water supply is a more decentralized utility system, and local governments have the right to set tariffs for these services on their own. Therefore, in some small towns and villages in Ukraine, water supply tariffs may rise. However, this does not apply to regional centers and other large cities of Ukraine.

IDP payments

Despite rumors that IDP payments to some IDPs will be canceled, government funding for this sector will continue for another six months. This means that all IDPs who were eligible for this assistance before will receive payments automatically in September, without the need to re-submit documents. This was stated by Iryna Vereshchuk, Deputy Prime Minister and Minister for Reintegration of the Temporarily Occupied Territories. In particular, this applies to children of IDPs who were previously supposed to be deprived of payments if they were not studying full-time.

“Many IDPs come to me and complain that some local authorities are threatening to deprive their children of their payments if they do not study offline from September 1. This is not true, no one has the right to deprive children of payments just because they will not study full-time. Therefore, I want to reassure mothers who are worried about this,” assured Iryna Vereshchuk.

Subsidies for the population: no changes

The issue of subsidies for housing and utility services will remain unchanged for Ukrainians in September. All those who have been eligible for subsidies before have the same right now, without any changes in the calculations.

In September 2024, subsidies for subscription services for consumers, as well as for the purchase of liquefied gas, solid and liquid fuel for stoves, will also remain in place.

Fuel prices will rise in September

According to the draft law No. 11256-2 on increasing the excise tax on fuel adopted by the Verkhovna Rada, excise taxes on various types of motor fuel will be increased from September 1, 2024, which will likely lead to an increase in fuel prices by UAH 1.5-2 per liter. At the same time, the NBU predicts that by the end of 2024, fuel prices in Ukraine may increase by more than 9%. According to the National Bank, this increase in excise taxes will help reduce the state budget deficit.

Important: The increase in the excise tax on fuel will take place in several stages, with annual price revisions, until 2028.

Tax increase in September 2024: revision of the military tax

The final version of the draft law on tax increases provides for the establishment of a military fee for individual entrepreneurs - single tax payers of groups I, II and IV at 10% of the minimum wage. The Verkhovna Rada Committee on Tax Policy took these recommendations of the Government as a basis, and a vote is expected in the Parliament.

The revised draft law provides for amendments to the Tax Code of Ukraine regarding the peculiarities of taxation during martial law, namely, according to the Chairman of the Committee Danylo Hetmantsev, the following

- Increasing the military duty rate from 1.5% to 5%;

- Establishment of a military tax in the amount of 1% of income for single tax payers of the third group;

- Setting the military fee for individual entrepreneurs - single tax payers of groups I, II and IV at 10% of the minimum wage.

- It is determined that the established peculiarities of military taxation will be in force until December 31 of the year in which martial law is terminated;

- Setting the corporate income tax rate for non-bank financial institutions (except for insurers) at 25%;

- Improvement of the proposed model for determining the amount of advance payments for the purposes of corporate income taxation of enterprises engaged in retail fuel trade;

In addition, the draft law provides for the introduction of a military duty on certain transactions:

• 5% of the value of precious metals when purchased from banks
  
• 5% of the income from the sale of one real estate object
  
• 5% of the cost of mobile services paid by mobile operators
  
• 15% of the cost of a car at the first registration of passenger cars (except for providing cars for people with disabilities)
  
• 30% of the cost of jewelry sold, paid by enterprises, institutions, organizations and individual entrepreneurs engaged in their sale
  
  

"Ukrzaliznytsia: new website and new tariffs for passenger transportation

Please note that as of September 1, 2024, the old website of Ukrzaliznytsia for purchasing and booking tickets will cease to operate. All functions of the website will be transferred to the new portal, as well as to the Ukrzaliznytsia mobile application.

When you go to the old website address, the new version will open automatically.

In addition, Ukrzaliznytsia is developing a new model of passenger transportation tariffs, where the cost of tickets will depend on the popularity of routes and time of day. Such changes will also apply to the Intercity+ trains and trains. This was announced in an interview with Forbes by Oleksandr Pertsovskyi, the head of Ukrzaliznytsia's passenger division.

One of the proposals currently being considered by UZ envisages a moderate annual increase in basic fares in line with inflation. Another option is to set the ticket price depending on the popularity of flights and the time of day.

What changes are expected for refugees abroad from September 1

Obtaining passports abroad through Ukrposhta

Ukrposhta and the Ministry of Foreign Affairs have signed a memorandum of cooperation that will change the process of delivering passports for Ukrainian citizens to other countries starting September 1. To use the service, you will need to buy a special electronic stamp with a QR code on the Ukrposhta website, in your personal account.

In some European countries, refugees will need to reissue documents

Starting September 1, Ukrainian refugees in Germany and France will have to re-register their temporary protection status, and changes for Ukrainians in the Czech capital will affect housing subsidies.

Ukrainians who are in Germany without temporary protection status and whose visa-free travel (90 days within 180 days) expires by August 31 will have to either legalize or leave the country. At the same time, Ukrainians who have just arrived in Germany are not required to apply for temporary protection and can stay in the country without any obstacles for the duration of their visa-free stay.

France has also warned refugees from Ukraine that those whose 6-month APS residence permit is about to expire should extend it until September 1 to be eligible for financial assistance (ADA). To do this, you need to contact the relevant prefecture at your place of residence.

In Prague, the capital of the Czech Republic, the mayor' s office has been canceling rental subsidies for refugees since September. Therefore, homeowners who accommodate Ukrainian refugees will no longer receive compensation from the local authorities of Prague. Thus, all refugees must leave free housing in Prague by September 1 if they have exhausted 90 days of visa-free travel by that date. Or pay the rent on their own.
