The Council of Europe's Development Bank has sent €30 million to Ukraine. The money is to be used for a programme of compensation for damaged and destroyed housing, the press service of the Ministry of Communities and Territories Development reports.


In June of this year, Ukraine and the Council of Europe Development Bank (CEB) signed a €100 million loan agreement as part of the Ukraine Recovery Conference.


‘Ukraine received the second tranche of EUR 30 million, which was used to pay for more than 800 housing certificates. Following the disbursement of the first tranche of €70 million, the funding was allocated in accordance with the terms of the agreement,’ said Oleksiy Kuleba, Deputy Prime Minister for Recovery.

How the programme works


The project ‘Home: Compensation for Destroyed Housing’ project allows holders of housing certificates issued under the state compensation programme for damaged or destroyed housing to purchase new housing to replace the housing lost as a result of Russian aggression.


The programme provides for priority eligibility for compensation for combatants, returning Defenders and Defenders in need of rehabilitation, persons with disabilities, and large families.


The procedure for receiving compensation


The funds have already been credited to Ukrposhta accounts. The holder of the housing certificate receives a notification through the Diia app or in their personal account on the Diia portal about the booking of funds. After that, it is necessary to choose a suitable home and sign a purchase and sale agreement with a notary within 30 days.


Deputy Minister Natalia Kozlovska noted that cooperation with the Council of Europe Development Bank will continue in 2025.


Currently, more than 240,000 properties have been entered in the State Register of Damaged and Destroyed Property. The ministry also reported that more than 1,800 people whose homes were destroyed have already used housing certificates and purchased new housing.
