Where is the most affordable rental housing in Ukraine? Comparison of prices and salaries

The rental housing market in Ukraine has been adapting to the new conditions since the outbreak of full-scale war. Demand for housing is growing steadily, and rental prices are rising along with it. Interestingly, the cost of renting a one-bedroom apartment is now higher in the relatively safe western regions than in the capital.


Let's look at how affordable rent is for residents of different cities of Ukraine by comparing the average cost of housing with wages.

Renting a house during the war: how prices and incomes changed in Ukrainian cities


Regions with the most favorable rents


According to “Slovo i Dilo” , at first glance, it is most cost-effective to rent a house in Kharkiv. The average cost of a one-bedroom apartment here is only UAH 4 thousand, while the average salary is about UAH 20 thousand. However, demand in this region is limited due to security risks.


Other regions with favorable conditions for tenants are Mykolaiv and Zaporizhzhia, where the cost of rent is only UAH 5 thousand, and the average salary reaches UAH 19 thousand and 18.5 thousand, respectively. The situation is similar in Chernihiv, where rent costs UAH 6.3 thousand and the average salary is UAH 18 thousand.


Cities with average rental prices


In Dnipro, Ternopil, Khmelnytskyi, and Poltava, renting a one-bedroom apartment costs 10 thousand hryvnias, which is almost half the average salary of residents of these cities. In Zhytomyr, rent is cheaper - 9 thousand hryvnias, with an average salary of 19 thousand hryvnias.


In Kropyvnytskyi, you can rent an apartment for 7 thousand hryvnias, and the average salary is 17.5 thousand hryvnias.

The most expensive cities for rent


The western regions of Ukraine have the highest rental prices due to comparative safety and strong demand.


Uzhhorod is the leader in terms of rental prices: UAH 19 thousand for a one-bedroom apartment. The average salary in the city is UAH 22,500, which makes renting unaffordable.


In Lviv, the average rent is UAH 16.9 thousand, while the average salary is UAH 24 thousand.


In Kyiv, rent is slightly cheaper than in Lviv - UAH 16 thousand, but the capital is the leader in terms of average salaries - UAH 26 thousand.


In Ivano-Frankivsk, rent costs UAH 14 thousand, with an average salary of UAH 21.5 thousand. In Lutsk, rent costs UAH 13,500, with an average salary of UAH 20,000.


The data shows that rents in relatively safe regions are significantly higher than in frontline cities. Despite higher salaries in the capital and some other cities, rent in the west of the country (particularly in Uzhhorod and Lviv) remains the most expensive.


Instead, eastern and southern regions, such as Kharkiv, Mykolaiv, and Zaporizhzhia, show the best ratio between rents and incomes, although security risks remain high.


For potential tenants, the choice of a city depends not only on the price-income ratio, but also on factors such as safety, job availability, and quality of life.
