Cabinet of Ministers approves electronic referrals to the Reserve+

The Ministry of Defense of Ukraine has started beta testing an electronic referral to the military medical commission through the Reserve+ application. Find out how the new service works, its advantages and plans for digitalization of processes
The Cabinet of Ministers has approved a resolution that allows persons liable for military service to receive electronic referrals for military medical commissions (MMCs).
This mechanism will allow persons liable for military service to submit a request for an electronic referral to Reserve+, receive a notification with the necessary information on their smartphone and arrive immediately at the specified healthcare facility.
Who can generate an e-referral to Reserve+
First of all, an electronic referral to the Reserve+ will be generated by persons liable for military service who wish to undergo an examination to determine their suitability.
Subsequently, this function will be available to those who have received a paper call-up for the preliminary military qualification examination.
How will the new service work?
The electronic referral simplifies the procedure for passing the VLC for citizens. The algorithm is as follows:
1. The user sends a request through the Reserve+ application.
2. The head of the territorial manning centre (TMC) confirms the request.
3. The user receives a notification with all the necessary information: the referral registration number, the address of the medical facility and the signature of the head of the TMC.
At the initial stage, the service will be available to citizens who wish to undergo a voluntary clinical examination on their own. Later, this option will be available to those who have received a paper summons.
According to Rustem Umerov, the main purpose of the test is to check the functionality of the service together with the users of Reserve+ and to refine it before its full launch. You can join the testing by following the link available in the app.
The service is already undergoing beta testing
Earlier, the Ministry of Defence of Ukraine launched beta testing of a new digital service - an electronic referral to the Military Medical Commission (MMC) in the Reserve+ app.

Future plans and digitalisation
The Minister of Defence noted that the next step will be to integrate the information systems of the Ministry of Defence and the Ministry of Health. Starting from autumn 2025, the Reserve+ app will allow the user to select a medical facility that has a contract with the NHSU for a fitness examination.
‘Digitalisation is a transparent, fair and convenient system that simplifies the lives of our citizens. Step by step, we are changing the approach to the work of the Military Electoral Commission, creating comfortable conditions for all Ukrainians,’ Umerov said.
As you know, work on the introduction of electronic referrals to the military electoral commission began in 2024. In August, Deputy Minister of Defence Kateryna Chornohorenko said that the Ministry of Defence and the Ministry of Health were working on the digitalisation of military medical examination.
