Ukraine may introduce a new penalty system for drivers based on the accumulation of penalty points. If a driver accumulates 15 points for traffic violations within a year, their driver’s license may be revoked. The Verkhovna Rada of Ukraine is currently considering relevant legislative proposals.

How will the penalty point system work?
According to the proposals, each traffic violation will be assessed as 1 penalty point. If a driver systematically violates the rules and accumulates 15 points within a year, they may be stripped of their right to drive a vehicle, said MP Volodymyr Kreidenko on the “Rada” TV channel.
After their license is revoked, the driver will have to:
retake driver’s education
pass a written and practical exam
only then will they be able to get their license back
Why do they want to introduce new rules?
According to Kraydenko, the current system of fines is not always effective. Some drivers are not deterred by monetary penalties and may violate the rules several times a day.
The new system is intended to change the behavior of road users and increase driver accountability.
The point-based penalty system has long been in place in many countries, including the U.S., Germany, France, and Poland.
According to the lawmaker, in some of these countries, road safety has increased by 15–20% thanks to such a system.
Who will the new rules apply to?
First and foremost, the new measures are aimed at drivers who systematically violate traffic rules.
At the same time, for those who follow traffic rules or violate them rarely, the risk of accumulating 15 points within a year is minimal.
The Verkhovna Rada of Ukraine is currently reviewing relevant draft laws. It is expected that the penalty point system could be adopted in the near future.
If the law is passed, Ukrainian drivers will have to be more careful about traffic rules, as accumulating violations could lead not only to fines but also to the loss of their driver’s license.
