Ukraine is preparing for major changes to its social benefits system. Some of these benefits may be eliminated and replaced with a new form of support: basic social assistance. The relevant provisions are contained in draft law No. 15094, published on the website of the Verkhovna Rada of Ukraine.


Which benefits are planned to be changed?


According to the document, the government plans to phase out certain types of assistance currently received by low-income citizens and individuals not eligible for a pension. At the same time, a complete elimination of support is not envisaged—its format will be changed.


Instead of several different payments, it is proposed to introduce a single one—basic social assistance. It is intended to consolidate existing support mechanisms and make them more understandable and targeted.

What is basic social assistance?


Basic social assistance is viewed as the primary tool for combating poverty. Its goal is not only to provide financial support to citizens but also to stabilize the country’s socioeconomic situation.


The new assistance model is expected to:


reduce social tension;

increase the level of security for families;

make the payment system more efficient.


What will the payment amounts be?


At this time, the exact amount of basic social assistance is unknown. The bill stipulates that it will be determined annually as part of the state budget.


At the same time, a minimum threshold has been established—the payment cannot be less than the monthly subsistence minimum per person.


How will assistance to families be calculated?


A separate calculation principle is provided for families. It will be based on the number of household members:


100% of the base amount—for the first family member;

100% for each subsequent member.


The total amount of assistance will be determined based on the family composition.


Eligibility Criteria and Incentives for Employment


The bill places special emphasis on the employment of assistance recipients. It is anticipated that payments will be contingent upon active job-seeking efforts.


Specifically, there are plans to introduce tripartite agreements between:


the agency granting the assistance;

the local community;

the recipient.


This is intended to encourage able-bodied citizens to return to the labor market.


What does this mean for Ukrainians?


If the bill is passed, the social support system in Ukraine could change significantly. Some of the familiar benefits will disappear, but in their place, a single allowance will be introduced that will cover more people and operate under new rules.


The main idea behind the reform is to make state support more effective, targeted, and capable of genuinely helping to overcome poverty.
