On 1 April 2026, a new targeted financial support programme was officially launched in Ukraine. The state is beginning to pay an additional 1,500 hryvnias to pensioners and the most vulnerable sections of the population to help them cope with the rising cost of living and offset inflationary risks.


Who will receive the 1,500 hryvnia payment in Ukraine


The new government initiative covers a wide range of citizens. The Ministry of Social Policy, Family and Unity of Ukraine notes that the funds are intended for pensioners receiving pensions based on age, disability, length of service (provided they are eligible for an old-age pension) or following the loss of a breadwinner. The main condition for most of them is the amount of their current payment — it must not exceed 25,595 hryvnias. An exception is made for war veterans who have been defending Ukraine since 2014 and Chernobyl accident liquidators: they are entitled to the supplement regardless of their income level.


In addition to pensioners, targeted support will be provided to internally displaced persons (IDPs), low-income families and citizens who have been granted basic social assistance. Those who are not entitled to a standard pension are also eligible for the supplement: people over 65 who are entitled to benefits, people with disabilities since childhood, children with disabilities, as well as citizens living with people with Group I or II disabilities due to mental disorders.


Important point: If a person meets several vulnerability criteria at the same time (for example, they are both a pensioner and an IDP), the state payment is made only once.


Why is the supplement needed and what is the amount intended for


According to representatives of the Cabinet of Ministers and the Ministry of Social Policy, 1,500 hryvnias is not a random or symbolic figure, but a carefully calculated amount to cover the basic needs of low-income citizens.


The main aim of the programme is to mitigate the impact of rising global fuel prices, which directly affect the cost of essential goods and services. The allocated funds are intended to offset the rising cost of the basic food basket or to help pay utility bills for the month (either partially or in full for a small household).

How to apply for 1,500 UAH from the state: a step-by-step guide


One of the most frequent search queries is the procedure for applying for new social assistance. The relevant authority provides a clear answer: no applications need to be submitted.


Government bodies already have all the necessary data in social registers. The payment will be allocated and credited entirely automatically. This is done to ensure that vulnerable groups, particularly the elderly and people with disabilities, do not have to spend time queuing at administrative service centres or gathering additional documents.


When the money will arrive and where to collect it


The process of transferring funds has been simplified as much as possible and synchronised with the usual schedule for social payments. The additional 1,500 hryvnias will be paid to Ukrainians on the same day as their regular pension or state benefit.


The method of payment also depends on how the citizen usually receives their monthly payments:


1. To a bank account: if the pension or benefit is paid onto a card, the 1,500 hryvnias will be credited to the same account.

2. Via ‘Ukrposhta’: if a person receives payments in cash, the additional funds will be issued at a post office or delivered by a postman along with the main amount.
