The Cabinet of Ministers of Ukraine has adopted an official decision to provide a one-off cash payment ahead of Independence Day. In 2026, the state will, as is customary, provide support to war veterans, citizens who have rendered outstanding service to the country, and victims of Nazi persecution. According to the government resolution, all payments must be made by 24 August.
Who will receive payments ahead of Independence Day in 2026
The state social programme covers a wide range of people. First and foremost, financial support is aimed at citizens with disabilities resulting from the war. This category also includes former child prisoners of concentration camps and ghettos (who were under 14 at the time of their imprisonment) who became disabled as a result of a general illness or an industrial injury.
In addition, combatants, victims of the Revolution of Dignity and citizens with special merits to the Motherland are entitled to assistance. The state pays particular attention to families: funds are provided for the relatives of fallen Defenders of Ukraine, as well as for the widows and widowers of deceased veterans who have not remarried. The law also applies to war veterans, persons forcibly taken away for forced labour, and the children of partisans or underground fighters.

What is the amount of financial assistance for Independence Day
The amount of the one-off payment depends directly on the recipient’s preferential status. The Cabinet of Ministers has approved the highest level of financial support, amounting to 3,100 hryvnias, for those who have rendered special services to the Motherland, as well as for those with Group I war-related disabilities.
For citizens with other groups of war-related disabilities, the payments will be slightly lower. Thus, members of Group II will receive 2,900 hryvnias each, whilst those with Group III disability are entitled to assistance amounting to 2,700 hryvnias.
The state will pay 650 hryvnias to the relatives of fallen or deceased war veterans, family members of fallen defenders of Ukraine, and their spouses who have not remarried.
A payment of 450 hryvnias has been approved for war veterans, former prisoners of forced detention centres, citizens who survived forced labour during the Second World War, and the children of resistance fighters behind enemy lines.
Please note! From 1 September 2026, new financial monitoring rules will come into force in Ukraine. Banks are introducing strict limits on transfers for new and ‘dormant’ sole traders, as well as high-risk companies, to combat money laundering schemes. These restrictions will not affect ordinary citizens for the time being. Find out which amounts are now subject to monitoring.
