Ukrainian refugees who have arrived in Finland can apply for a residence permit in this country. Who can apply and where to apply, read in the material below.


To obtain a residence permit, citizens of Ukraine can submit an application to the Agency for Digital Information and Population Registration. For this, you need:


- live in Finland for one year;

- have a residence permit based on temporary protection, obtained at least a year ago, and extended until March 4, 2024;

- have a Finnish personal identification number.


Explanation by example. If you applied for a temporary protection residence permit on May 5, 2022, and it was extended until March 4, 2024. In this case, an application for obtaining a permanent residence permit in the municipality of residence can be submitted no earlier than May 5, 2023.


What if you don't have a personal identification number?


You can apply for an ID number now at your refugee reception center, which will send the application to the Agency with the information number, or by visiting the Agency yourself.


Where can I apply for registration in Finland?


You can apply for a permanent residence permit on the website dvv.fi. The online form will appear on the website on March 1, 2023. In this case, there is no need to visit the local service center.


If I am working or studying, can I apply now?


So! If you are working or studying, you can apply for permanent residence in the municipality of residence if you have:


• a residence permit based on temporary protection, valid for at least one year and a permanent place of work lasting at least 2 years or a place of study;

• a family member who has a permanent residence permit in the municipality of residence in Finland.
