Internally displaced persons often face a number of needs and issues that are difficult to resolve on their own. We tell you about organizations that provide assistance, useful contacts, housing subsidies and loans, and other services that may be useful to IDPs
As of the beginning of 2024, 4.9 million internally displaced persons were registered in Ukraine. Of these, about 2.6 million received assistance from the state. However, the need for financial support is not the only need of IDPs, as living away from home is associated with a number of challenges and issues.
We tried to collect the most useful information for IDPs in one place, which may be useful in 2024.
Humanitarian aid for IDPs: where to get it?
Currently, most international organizations that provide humanitarian aid to IDPs work through ASCs and social protection departments. Therefore, to get up-to-date information on available assistance in a particular city, you should contact these institutions.
In general, international organizations that provide humanitarian and financial assistance include:
1. The Ukrainian Red Cross Society (food packages, hygiene products, medicines, clothing and one-time financial assistance)
– hotline: from Monday to Friday from 09:00 to 17:00, 0-800-332-656
2. The UN World Food Program (food and cash assistance)
– hotline: from Monday to Friday from 08:00 to 18:00, 0-800-600-122
3. UN High Commissioner for Refugees (financial assistance for 3 months)
– hotline: from Monday to Friday from 09:00 to 18:00, 0-800-307-711
4. Caritas Ukraine (food, clothing and footwear, as well as legal and psychological assistance)
– hotline: from Monday to Friday from 09:30 to 16:00, 0-800-336-734
5. HEKS-EPER organization (assistance with food, as well as improving access to hygiene, sanitation, water supply, health care, etc.)
– hotline: 0-800-357-171
Government assistance for IDPs: amounts and conditions of receipt
Since March 2024, the rules for providing financial assistance from the state to IDPs have changed. Now, the main benchmark for allocating payments is the financial capacity of IDPs. Thus, the total family income is taken into account for the calculation of the allowance, which should not exceed UAH 9,444 per family member.
Thus, families with a per capita income of less than UAH 9,444 are eligible for social payments, as well as
– Families with children under 14 living in the area of active or possible hostilities, or in conditionally safe regions where children cannot study offline;
– families where one of the family members cares for a person with a disability of group I or a child under 18 (with an age-related disability or a serious illness);
– children under 14 years of age who arrived unaccompanied by their parents (at the request of a person in a family relationship);
- pregnant women starting from the 30th week of pregnancy.
The amount of payments for internally displaced persons is UAH 2000 per month. In addition, UAH 3000 is paid for each child. To receive payments, the family must submit a corresponding application (for the appointment or extension of payments).
At the same time, starting from March 1, 2024, payments will be automatically extended for 6 months to the most vulnerable categories of IDPs who are unable to work, namely
– pensioners whose pension does not exceed UAH 9,444
– people with disabilities of group I or II, children with disabilities under the age of 18, seriously ill children;
– orphans and children deprived of parental care under the age of 23, as well as foster parents and adoptive parents.

Jobs for IDPs: how to find one?
You can view available vacancies on the Unified Vacancy Portal of the State Employment Service of Ukraine (website, chatbot in Telegram or Viber).
In addition, within the framework of the eJob project, IDPs can take advantage of the following programs: “Own Business” and “Grants for Starting or Developing Your Own Business.” The main condition for receiving them is the creation of new jobs. The full list of programs is available at diia.gov.ua.
Housing subsidies for IDPs
Internally displaced persons can expect to receive subsidies to reimburse the costs of paying for housing and communal services, purchasing liquefied gas, as well as solid and liquid household stove fuel. In this case, the subsidy is granted at the person's actual place of residence, and no housing lease agreement is required. Read this article to learn how IDPs can apply for a subsidy.
Preferential housing loans for IDPs
You can get a loan on preferential terms for the purchase of land, as well as for the purchase and construction of housing under the eOselya program. However, in order to join the program and receive funds, you must comply with a number of conditions and meet certain criteria. See the algorithm of actions and conditions in this article.

➤ 0-66-813-62-39 - hotline of the Commissioner for IDPs (any urgent questions/problems of IDPs);
➤ 0-800-50-99-66 - hotline of the State Employment Center (for employment and unemployment issues).

We remind you! Ukrainian pensioners can receive additional funds in the form of a supplement to their pensions. Such payments are part of the government's social policy and are aimed at supporting elderly citizens.
