Rating of safe apps and services: which Ukrainian websites and apps showed the best results?

Internews Ukraine presented an analysis of the privacy policies of popular Ukrainian apps and websites. Find out which services are most concerned about protecting the personal data of their users

As part of the study "Does Business Care About Users," NGO Internews Ukraine has released the results of the Personal Data Protection Index 2023 analysis of Ukrainian websites and applications. The sample included 10 mobile applications and 20 websites of large private companies. 

The article below describes the results of the study and which services are most concerned about protecting the personal data of their users and, accordingly, are the safest.


Secure mobile apps: research results


The following apps were included in the sample: Bolt, Liki24, Uklon, Fishka (OKKO), Tabletki.ua, Meest, Pride (WOG), Glovo, Epicenter, and Busfor. Compared to websites, mobile apps showed better results in terms of privacy policy and protection of users' personal data.

Thus, 8 out of 10 applications (i.e. 80%) received more than 50% of points (according to the research methodology) in the category "Compliance with European standards on personal data". The rating of mobile applications is as follows:


1. Bolt received all possible points and is ranked first in the rating with a score of 100%.

2. Liki24 - 80%.

3. Uklon - 80%.

4. Meest - 70%.

5. Tabletki.ua - 60%

6. Fishka - 60%

7. Glovo - 50%.

8. Pride - 50%.

9. Busfor - 40%.

10. Epicenter - 40%.


However, Ukrainian legislation on privacy policy differs from the European one, so the apps were also analyzed for "Compliance with Ukrainian legislation on personal data". 

The results of a comprehensive analysis, including technical aspects of work and usability and inclusiveness, showed the following rating:

1. Bolt - 82.3%.

2. Liki24 - 76.5%.

3. Uklon - 73.5%.

4. Fishka - 67.6%.

5. Tabletki.ua - 56%.

6. Meest - 53%.

7. Glovo - 53%.

8. Pride - 50%.

9. Epicenter - 47%

10. Busfor - 38.2%.

What are the results of the analysis of Ukrainian websites?


The following sites were included in the sample: Rozetka, Olx, Novaposhta, Ukr.net, Comfy, Foxtrot, Eldorado, Prom, Citrus, Allo, Kasta, MakeUp, Zakaz, Silpo, Triolan, Data Group, Lanet, Kyivstar, Lifecell, Vodafone.

Olx and Ukr.net showed the best results (according to the aggregate scores for all categories), receiving 80 and 75 points respectively. Another 8 sites scored between 50 and 67.5 percent of the points. 10 sites failed to pass the 50% mark. This means that only 10 out of 20 private company websites respect users' rights in terms of privacy policy and personal data protection.

The summary rating of the personal data protection index of websites is as follows:

1. Olx - 80%.

2. Ukr.net - 75%.

3. Novaposhta - 67.5%.

5. Rozetka - 67.5%.

6. Silpo - 62.5%.

7. Prom - 60%.

8. Foxtrot - 57.5%.

9. Zakaz - 57.5%.

10. Allo - 52.5%.

The other 10 websites received less than 50% of the points, as the analysis revealed shortcomings in all categories of the study:

- Compliance with Ukrainian legislation on personal data;

- Compliance with European standards on personal data;

- Technological aspects of work;

- Ease of use and inclusiveness.

The last place in the ranking was taken by MakeUp with a score of 22.5%.


Research methodology


The analysis of websites and applications of private Ukrainian companies was conducted as part of the large-scale project "Mainstreaming Privacy in the Digital Sphere in Ukraine". To evaluate each category, 3 to 6 questions were formed. Accordingly, during the analysis, websites and applications could receive from 0 to 1 point for answering a question.

Experts independently studied all services, analyzed how the company interacts with the user and sent private requests to identify problems. In addition, the study contains expert advice on how to improve privacy policies and protect users' personal data.
