Ukraine officially allows taking pets to shelters: under what conditions?

On January 26, the Ministry of Internal Affairs amended Order No. 18 "On Amendments to the Requirements for the Maintenance and Operation of Civil Defense Facilities," which prohibited animals from being in shelters and bomb shelters. According to Tymur Tkachenko, Deputy Minister for Strategic Industries, the relevant order was included in the Unified Register of State Regulations. It is available on the website of the Ministry of Justice of Ukraine.


Under what conditions can animals be taken to the shelter?


According to the order, people who come to the shelter with pets must be accommodated in separate rooms or secluded places. In addition, the owner or an attendant must ensure


– constant supervision of the animal;

– appropriate conditions that meet the biological, species and individual characteristics of the animal; 

– safety of people and animals in the shelter, as well as property from harm caused by the animal

– safety of the animal itself;

– compliance with sanitary, hygienic and veterinary standards and rules.


For animals that may pose a danger to human life or health, a leash and muzzle are mandatory. In particular, this applies to dogs of the breeds included in the "List of Dangerous Dog Breeds" approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1164 of November 10, 2021.

What dog breeds are dangerous?


The resolution approving the list of dangerous dog breeds is published on the website of the Cabinet of Ministers of Ukraine. In total, the list includes more than 50 dog breeds, including:


– Bulldogs;

– Bull terriers;

– Sheepdogs;

– Dog;

– Dobermans;

– Mastiffs;

– Pit Bull Terriers;

– Ridgebacks;

– Rottweilers;

– Akitas and other breeds of dogs, as well as mixtures of all these breeds.
