Norwegian authorities cut payments to Ukrainians: details

The Norwegian government is taking steps to reduce the assistance provided to Ukrainian refugees in order to make the country less attractive for temporary protection. Local authorities have decided to partially cancel the payments. The relevant changes are proposed to be extended until July 1, 2026, as stated on the official website of the Norwegian government.

One of the European countries reduces payments for Ukrainians: what is known


According to the report, the Norwegian government plans to ask the parliament to decide on the termination of child benefits during the first year of residence in the country. 


Minister of Labor and Social Policy Tonje Brenna commented on the move, saying that newcomers are expected to quickly find work and be able to support themselves.


These changes are part of the government's strategy to reduce the flow of Ukrainian refugees to Norway and to harmonize its assistance with the policies of other Scandinavian countries. 


It is also noted that since the beginning of the new year, the number of Ukrainian migrants entering Norway has decreased significantly, by 40% compared to the same period last year.


Additionally, the government proposes to amend legislation to help Ukrainian refugees find jobs as bus drivers more quickly. 


In addition, this spring, the Norwegian authorities had several other proposals to discuss. Among them, it was proposed to reduce payments during the introductory program for couples without children by about NOK 6,000 per month. It was also considered to make the allowance for the full-time program proportional to the number of hours in the orientation program.

What changes for Ukrainians have already come into force in Norway?


Among the changes already made for Ukrainian refugees, there are several key points:


- Citizens of Ukraine no longer receive financial support if they decide to live privately rather than in official refugee reception centers.

- The state no longer reimburses the cost of keeping pets for newcomers. This means that it may be more difficult for people with pets to find asylum, as it requires additional financial efforts.

- Introducing a requirement to reside in the country for 12 months before being eligible for a one-time financial assistance at the birth of a child.

- Restricting the possibility of free travel between Ukraine and Norway, which may complicate communication and connections with family and friends.

- Refusal to offer accommodation or transportation for Ukrainians who intend to travel to places other than the national arrival center in the municipality of Rode.

- The need for a national insurance test, which requires a certain period of time to stay in Norway in order to access certain social benefits.


As you know, changes in the programs of assistance to Ukrainian refugees are actively discussed in many European countries. These measures reflect the general trend towards revision of social support policies and programs for migrants in different European countries.
