The Passport Service of the State Enterprise Document responded to the situation with the termination of issuing documents to Ukrainians abroad after the Cabinet of Ministers adopted Resolution No. 443 on the procedure for applying to branches of the State Enterprise Document Abroad. They noted that the state-owned enterprise will now work in a new way. Here's what you need to know about the updated rules.


Rules for men of mobilisation age


Thus, men of military age will no longer be able to obtain passport documents abroad.


Starting from 25 April, people aged 18 to 60 will be able to obtain documents exclusively at the migration service in Ukraine. At the same time, documents will not be sent to foreign branches of the State Enterprise "Document".


Who can obtain a document from the Passport Service?


The Passport Service has also published exceptions - a list of those who will be able to obtain a passport abroad:


- people with disabilities and carers of people with disabilities

- parents of children with disabilities;

- persons in need of constant care;

- those accompanying seriously ill children;

- persons from the Defence and Security Forces;

- those affected by the military aggression of the Russian Federation;

- those who have travelled abroad for treatment.


In addition, those citizens who have applied for the documents by 25 April will also be able to receive them. This procedure will be carried out in the usual manner immediately "after the technical problems have been resolved".

Documents will continue to be issued at the consulate


It should be noted that the Cabinet of Ministers Resolution No. 443 applies only to services provided by the Passport Service. At the same time, nothing has changed in the work of the consular service, however, as you know, the Ministry of Foreign Affairs of Ukraine has temporarily restricted consular services for men of mobilisation age.


According to the new law on mobilisation, Ukrainians abroad will be able to receive consular services only if they have a military ID card and have updated their data at the territorial recruitment centre (TAC). However, the new law will come into force on 18 May, and the documents have already stopped being issued.


It is worth noting that the Ministry of Foreign Affairs of Ukraine has not yet explained how men living abroad should update their data in the military commissariat (the same TCC). The Ministry of Foreign Affairs urged Ukrainians to follow the updates.


Presumably, Ukrainians abroad will be able to update information for the MCC through consulates, as well as through the conscript's electronic account.


According to the BBC, citing a lawyer, Ukrainians should register with a temporary consular office to avoid problems when returning to Ukraine. Since the military commissariat does not yet know that the man is abroad, they may send him summonses to his Ukrainian address, then record his absence, and later impose fines and other restrictions.
