Up to 113% growth: which regions of Ukraine paid the most taxes from the tourism industry?

The State Agency for Tourism Development has released data on tax revenues from the tourism industry by region for the first quarter of 2024. The analysis showed an increase in revenues in most regions compared to 2023, as well as a comparison with pre-war 2021.


How many foreigners entered Ukraine in the first quarter of 2024 and from which countries did they come most often? Find out in this article.


Growth leaders: Kyiv and western regions


The western regions of Ukraine showed the largest increase in tax revenues:


1. Ivano-Frankivsk region: 113% increase (UAH 73 million 64 thousand in 2024 vs. UAH 34 million 237 thousand in 2023, UAH 40 million 600 thousand in 2021).

2. Ternopil region: 90% increase (UAH 7 million 14 thousand in 2024 vs. UAH 3 million 691 thousand in 2023, UAH 3 million 700 thousand in 2021).

3. Rivne region: an increase of 75% (UAH 6 million 729 thousand in 2024 vs. UAH 3 million 836 thousand in 2023, UAH 3 million 200 thousand in 2021).

4. Volyn region: an increase of 84% (UAH 5 million 642 thousand in 2024 vs. UAH 3 million 62 thousand in 2023, UAH 2 million 600 thousand in 2021).


At the same time, in the first three months of 2024, Kyiv paid UAH 183 million 691 thousand to the budget, which is significantly higher than in 2023 - UAH 108 million 5 thousand. This is even more than in 2021, when the amount was UAH 179 million 200 thousand.


South and East of Ukraine: is there tourism in the frontline regions?


Yes, compared to other regions, eastern and southern Ukraine recorded the lowest tax revenues, and compared to pre-war 2021, the figures are very low. However, it is interesting to note that some regions still showed an increase compared to last year.


1. Luhansk region: tax revenues remained almost at the same level as last year, amounting to about UAH 14 thousand, which is 99% less than in 2021 (UAH 2 million 100 thousand).

2. Kherson region: this year, tax revenues amounted to only UAH 600 thousand, which is slightly more than last year (UAH 405 thousand), but significantly less than in 2021 (UAH 7 million 800 thousand).

3. Zaporizhzhia region: for the first quarter of 2024, tax revenues amounted to UAH 3 million 849 thousand, which is slightly more than in 2023 (UAH 2 million 982 thousand), but 73% less than in 2021 (UAH 14 million 300 thousand).

4. Donetsk region: this year, tax revenues amounted to UAH 2 million 595 thousand, which is more than last year (UAH 1 million 522 thousand), but 76% less than in 2021 (UAH 10 million 600 thousand).

Tax revenues by region


Vinnytsia region: UAH 8 million 469 thousand in 2024 compared to UAH 5 million 481 thousand in 2023 and UAH 5 million 200 thousand in 2021.

Volyn region: UAH 5 million 642 thousand in 2024 compared to UAH 3 million 62 thousand in 2023 and UAH 2 million 600 thousand in 2021.

Dnipropetrovsk region: UAH 29 million 429 thousand in 2024 against UAH 18 million 858 thousand in 2023 and UAH 19 million 400 thousand in 2021.

Donetsk region: UAH 2 million 595 thousand in 2024 against UAH 1 million 522 thousand in 2023 and UAH 10 million 600 thousand in 2021.

Zhytomyr region: UAH 4 million in 2024 against UAH 2 million 688 thousand in 2023 and UAH 2 million 700 thousand in 2021.

Zakarpattia region: UAH 27 million 872 thousand in 2024 against UAH 17 million 665 thousand in 2023 and UAH 12 million 700 thousand in 2021.

Zaporizhzhia region: UAH 3 million 849 thousand in 2024 against UAH 2 million 982 thousand in 2023 and UAH 14 million 300 thousand in 2021.

Ivano-Frankivsk region: UAH 73 million 64 thousand in 2024 against UAH 34 million 237 thousand in 2023 and UAH 40 million 600 thousand in 2021.

Kyiv region: UAH 58 million 680 thousand in 2024 against UAH 49 million 999 thousand in 2023 and UAH 22 million 400 thousand in 2021.

Kirovohrad region: UAH 4 million 748 thousand in 2024 against UAH 2 million 551 thousand in 2023 and UAH 3 million 300 thousand in 2021.

Luhansk region: consistently low - UAH 14 thousand in 2024, the same as last year, compared to UAH 2 million 100 thousand in 2021.

Lviv region: UAH 95 million 851 thousand in 2024 compared to UAH 69 million 949 thousand in 2023 and UAH 45 million 400 thousand in 2021.

Mykolaiv region: UAH 5 million 118 thousand in 2024 against UAH 3 million 213 thousand in 2023 and UAH 6 million 600 thousand in 2021.

Odesa region: UAH 28 million 163 thousand in 2024 against UAH 18 million 874 thousand in 2023 and UAH 201 million in 2021.

Poltava region: UAH 14 million 418 thousand in 2024 against UAH 8 million 292 thousand in 2023 and UAH 8 million 800 thousand in 2021.

Rivne region: UAH 6 million 729 thousand in 2024 against UAH 3 million 836 thousand in 2023 and UAH 3 million 200 thousand in 2021.

Sumy region: UAH 2 million 970 thousand in 2024 against UAH 1 million 820 thousand in 2023 and UAH 2 million 400 thousand in 2021.

Ternopil region: UAH 7 million 14 thousand in 2024 against UAH 3 million 691 thousand in 2023 and UAH 3 million 700 thousand in 2021.

Kharkiv region: UAH 11 million 158 thousand in 2024 against UAH 8 million 776 thousand in 2023 and UAH 19 million 200 thousand in 2021.

Kherson region: UAH 600 thousand in 2024 against UAH 405 thousand in 2023 and UAH 7 million 800 thousand in 2021.

Khmelnytskyi region: UAH 8 million 76 thousand in 2024 against UAH 5 million 270 thousand in 2023 and UAH 4 million 100 thousand in 2021.

Cherkasy region: UAH 6 million 373 thousand in 2024 against UAH 3 million 762 thousand in 2023 and UAH 4 million 200 thousand in 2021.

Chernivtsi region: UAH 8 million 275 thousand in 2024 against UAH 6 million 298 thousand in 2023 and UAH 3 million 600 thousand in 2021.

Chernihiv region: UAH 3 million 377 thousand in 2024 against UAH 1 million 968 thousand in 2023 and UAH 4 million in 2021.
