The Embassy of Ukraine in the Netherlands informs that citizens of Ukraine who have registered in the Netherlands under the Temporary Protection Directive and received the BSN code in the municipality can apply for residence in the Kingdom of the Netherlands through the Dutch Migration Service IND (form M35-H). An invitation to register will be sent by post to your place of residence in the Netherlands.


The letter will contain contacts of the nearest IND location. You will need to call or sign up through the website. Not all invitations will be sent immediately, IND wants to avoid congestion plus it is trying to open more locations by region. The process will take some time, possibly quite long.


During your visit to the migration service you will need to sign a form with a request to stay in the Netherlands (the so-called M35-H form). For you, this means that you are covered by a temporary protection scheme for displaced persons from Ukraine. The Migration Service plans to stick stickers in the passports, which will confirm your temporary protection status and residence permit. The Dutch government is aware that a large number of displaced persons from Ukraine do not have a passport, so the migration service is currently working on a form of assistance to such people. 


Before the IND sends out an invitation to all registered persons, you can work in the Netherlands without registration with the Migration Service  but you will need to obtain this temporary residence permit to continue working. The temporary permit will be issued until March 4, 2023, but if necessary, the term can be extended. Before you register with the Migration Service, the BSN code will entitle you to state assistance, employment, opening a bank account, registering a child in kindergarten / school, obtaining health insurance, etc. However, registration with the Migration Service is mandatory: without obtaining the status of a temporary residence permit in the IND, you will lose the right to live and work in the Netherlands in a few months.
