There are two ways to re-register a car to another owner. You can do this both offline and online. You can find out more about the general rules for re-registering a vehicle in Ukraine and how to do it at a service centre of the Ministry of Internal Affairs here.
However, a personal visit to a service centre is not necessary, as the state-owned Diia app allows you to use a large number of services without leaving your home. Read on to find out how to re-register a car through Diia, what you need to do and when online re-registration is not possible.
How to re-register a car online using the Diia app: step-by-step instructions
● Download the Diia app and complete the authorisation procedure;
● go to the ‘Services’ menu, select ‘Driver’, then ‘Sell vehicle’ (alternative: go to the ‘Technical passport’ menu and select ‘Sell vehicle’);
● select the vehicle you want to re-register and complete the confirmation procedure;
● indicate the contractual value of the car;
● provide your current contact details;
● send a request for customer data using a QR code or link.
After the request is confirmed and the buyer enters the relevant data, the contract is signed online. As soon as the service centre has completed the verification of the contract, the user will receive a notification via the Diia app.
Please note! The Diia car registration service is currently available only to individuals who own cars, motorcycles or mopeds. To re-register vehicles of other categories, you need to contact a service centre of the Ministry of Internal Affairs. It is also worth noting that the service is available for re-registration of only one vehicle per year. If this is the second car you intend to re-register within a year, you must personally contact a service centre of the Ministry of Internal Affairs.

How many Ukrainians used the Diia car registration service in June 2024?
According to the Automotive Market Research Institute, the service of re-registering a car through Diia was used 18.8 thousand times in June 2024, which is only 15.5% of the total number of re-registrations.
The online re-registration service was introduced at the end of 2023. From the beginning of 2024, the popularity of re-registration through Diia was declining until it reached record levels in the spring.
Statistics of vehicle re-registrations via Diia in 2024:
● January - 12.5%;
● February - 11.8%;
● March - 10.6%;
● April - 22.9%;
● May - 24.5%;
● June - 15.5%.
The statistics are based on the total number of vehicle registrations in Ukraine in 2024.
When purchasing a vehicle, it is worth remembering that compulsory motor insurance is in force in Ukraine.
