Penalty for lack of motor third party liability insurance in 2025

For every vehicle with a Ukrainian registration, a motor third party liability insurance policy is mandatory. Find out more about the penalties provided for by law for not having a policy and how to buy CTPCI online
Motor third party liability insurance (MTPL) is a Ukrainian insurance policy that compensates victims of road traffic accidents. According to Ukrainian law, every driver of a vehicle must take out compulsory motor third party liability insurance. Fines are imposed for ignoring this rule. The amount of money a driver will have to pay in the absence of a policy is discussed further in this article.
Compulsory car insurance in Ukraine: penalty for not having a CTPCI
CTPCI is a compulsory motor insurance policy, which, if both parties to an accident have, will be compensated by the culprit's insurance company to the injured party. The amount of compensation in the event of a road traffic accident is limited: the insurer will pay the victim no more than UAH 160,000 to repair the car, or no more than UAH 320,000 if the driver's health was damaged. If this amount is not enough to compensate for the damage caused, the person responsible for the accident will have to cover the rest on their own.
However, do not forget that in the event of an accident, the culprit's insurance company will cover the damage caused to the damaged car. In order to receive compensation for damage to the at-fault driver's car, it is worth additionally taking out Mini Hull insurance.

Keep in mind that the MTPL insurance policy is issued immediately after the car is registered. If the police stop the vehicle, the insurance policy will be checked along with other documents.
Is it possible to drive without CTP insurance in Ukraine?
No, in the absence of a policy, the driver will be obliged to pay a fine of UAH 425. If you do not pay within 15 days, the amount will double, and the driver will have to pay UAH 850.
Driving without motor third party liability insurance is not worth it not only because of the fines, but also because in the event of an accident without a policy, the offending driver will have to cover the victims' losses at his own expense.
