Ukrainian teachers and scientific and pedagogical workers who work abroad can now expect to be credited with the length of service that entitles them to receive a seniority bonus.


Such a decision was made by the Cabinet of Ministers of Ukraine on 3 September. 


It should be noted that earlier the work on the posts of pedagogical and scientific-pedagogical workers outside Ukraine was included in the length of service for payment of seniority bonus, if it was provided for by international agreements (treaties).


However, there are countries with which Ukraine has no international agreements (treaties) on the inclusion of work abroad in the length of service of an employee in Ukraine. At the same time, after the outbreak of a full-scale war, the circle of countries where Ukrainian pedagogical and scientific-pedagogical workers are employed has significantly expanded.


How will it work? Explanation by example


For example, before the outbreak of full-scale war, a teacher worked at a school in Berdyansk, had a teaching record of 17 years and received a 20% raise. Then he resigned and had to move to Luxembourg, where he got a job as a teacher in a municipal school. He worked for 3 years and then returned to Ukraine after the end of the war.


These 3 years that he worked as a tutor, upon his return to Ukraine and employment in a pedagogical position will be counted in the length of service for the payment of a bonus. And now this person will receive not 20% of the official salary of a teacher, but 30%.

What allowances are provided for teachers for length of service?


- Over 3 years - 10 per cent of the official salary (wage rate);

- more than 10 years - 20 per cent;

- over 20 years - 30%.


How can I confirm my length of service abroad?


The time of work abroad will be deducted from the pedagogical work experience in case of submission of supporting documents (labour contract, agreement, etc.). This rule will be valid during martial law and for one year after its termination.


Also the time when pedagogical and scientific-pedagogical workers did not actually work, but they retained their place of work (position) and/or salary (fully or partially) will be included in the length of service.
