After the outbreak of the war, the Ukrainian government passed a law allowing Ukrainian refugee pensioners to receive their benefits while abroad. However, two and a half years later, these rules have undergone some changes. Here's how Ukrainians can receive their pensions abroad. 


How to apply for a pension abroad?


Ukrainians temporarily residing abroad can receive their pensions remotely. Such payments will be credited to a card, either physical or virtual, of any Ukrainian bank.


Submitting an application


To apply for a pension, you need to log in to your personal account on the Pension Fund's electronic services web portal and log in with a qualified electronic signature or the Diia.Signature application. Then, in the section ‘On Pension Provision’, select the tab ‘Application for Pension’.


Colour scanned copies of the following documents in PDF or JPG formats (each file should not exceed 1 MB) should be attached to the online application:


- Passport of a citizen of Ukraine;

- Certificate with identification code;

- Employment record book or other documents confirming employment history;

- Documents confirming the privileged nature of the work (in case of a privileged pension);

- Salary statement for any 5 years prior to 30.06.2000 (optional);

- Document confirming the special status of the person (if any);

- Marriage certificate (in case of change of surname).


After submission, the application is processed within 10 days. You can track the status of your application in your personal account on the Pension Fund's website in the ‘My Applications’ section.


This procedure makes it possible to simplify the pension application process, saving time and money for citizens regardless of their location.


Identification is required to receive a pension


Please note that starting from 23 June, pensions are paid to persons abroad subject to physical identification by 31 December of each calendar year.

What is physical identification?


Physical identification is a procedure for establishing a person's identification data from documents created on physical media and/or electronic data, which ensures unambiguous identification of an individual, carried out by the Pension Fund, if the person has not undergone physical identification at the bank where he or she receives a pension.


It is equivalent to physical identification


- authorisation in the personal electronic account on the Pension Fund's electronic services web portal using Diia.Signature;

- identification of a person via video conferencing;

- certification of the fact that the recipient is alive by the relevant foreign diplomatic mission of Ukraine in accordance with the established procedure at the request of the recipient temporarily residing abroad.


How to receive a pension by Ukrposhta?


Ukrainians who have previously received pensions and social benefits from Ukrposhta have this option. The funds can be collected at the place of residence. They are sent by international postal transfer.


Here are step-by-step instructions on how to arrange a pension transfer by post:


1. Submit an application for payment of accrued pension and social assistance. There are two possible options:


- Online by providing the required data. You can fill out the application here.

- Fill out the application in paper form by downloading it from the link, put it in an envelope marked ‘pension by transfer’ and send it to the following address: JSC Ukrposhta, 22 Khreshchatyk str., Kyiv, 01001, Ukraine (JSC Ukrposhta, str. Khreshchatyk, 22, Kyiv, 01001, Ukraine).


2. Pick up the international postal order at the address of temporary stay outside Ukraine, presenting an identity document.


It is worth noting that the international postal order will be delivered to the recipient in the month following the month in which the application was sent. The payment is made in the national currency of the country of residence.
