National cashback via Diia: how to get it and where to buy goods

The cashback programme via the Diya app will allow Ukrainians to receive up to 3,000 hryvnias monthly for purchases of Ukrainian goods. Find out how Ukrainian cashback will work, which goods are eligible for reimbursement and which shops participate

The beta-testing of the cashback programme based on the Diya application, which was developed by the Ministry of Economy, will start in Ukraine on 2 September 2024. It will allow Ukrainians to receive up to 3 thousand hryvnias monthly. For purchases of Ukrainian goods consumers will be refunded 10% of its cost, which will be a significant support for the domestic economy.


The coordinator of the National Cashback programme is the Ministry of Economy of Ukraine. The Ministry of Digital Transformation of Ukraine, the State Tax Service, settlement bank Oschadbank and authorised banks of Ukraine are involved in the project implementation. Mastercard international payment system is the technological partner, and Visa international payment technology company is the operational partner.


How to get a national cashback: an instruction of only three steps


STEP FIRST:


You need to apply through the website or mobile application of the participating bank or go to a branch. There you will be offered to open a physical or virtual card, where cashback will be credited.


Here are the banks that can already open a card: Privatbank, Oschadbank, monobank, A-Bank, Ukrgasbank, Sense Bank, PUMB, Globus, Ukrsibbank, Accordbank, Bank Credit Dnipro.


The bank will need to identify the cards from which payments for goods will be made and agree to transfer data on transactions when purchasing goods from the selected cards. These can be cards of different banks. 


STEP SECOND:


Update the mobile application ‘Dia’, go to the National Cashback service and there mark the card for cashback payments.


STEP THREE:


Go to a shop that has already joined the National Cashback programme and shop.


Cashback is now available on 38,000 products from 600 local manufacturers. Among them are food, medicines, clothes, household chemicals and cosmetics, household goods, building materials, furniture, toys and many other Ukrainian products. How does the National Cashback Programme work?


The programme provides for active participation of both Ukrainian manufacturers and citizens. Manufacturers and retailers will apply for participation in the programme through the Diya portal, registering a list of goods subject to compensation. For users of the programme who will use the Diya application, the function of checking the amount of accrued cashback and the history of accruals will be available. These funds can be used to pay for certain services.


The funds accumulated for a month will be credited to the created card once a month until the 20th of the next month. However, it will be impossible to withdraw cash from the account where cashback funds are credited. At the same time, cashback will be credited only for purchases that were made in cashless form and are reflected in the fiscal cheques of sellers.


Today cashback has 9 retail chains, in the process of testing about 40 more retail establishments.

What can I buy with cashback?


The accrued funds can be spent on a wide range of services and goods:

– Utilities

– Donations to support the army

– Purchase of military bonds

– Transportation services

– Mobile communication

– Entertainment, such as movies

– Medical services, including dentistry

– Sports, including gym memberships


Benefits of the program


Cashback as a form of government support for citizens has a significant positive impact on the economy. Instead of directly providing funds, this mechanism stimulates additional demand for Ukrainian goods, which contributes to the creation of jobs in Ukraine and increases tax revenues. According to Yulia Svyrydenko, First Vice Prime Minister and Minister of Economy, up to 40% of the money spent on Ukrainian goods is returned to the budget through taxes and used for the needs of the Armed Forces. This approach also promotes a healthy habit among Ukrainians to support local producers.

Oksana Zholnovych, Minister of Social Policy, emphasized that this program will help relieve some of the financial burden on Ukrainian families, especially during the heating season.
