The Bulgarian government has extended temporary protection for Ukrainian refugees. We will tell you how long the status has been extended, where to apply for it, and what you need to know in general.


For how long has temporary protection been extended?


The Council of Ministers of Bulgaria has amended Resolution No. 144, thereby extending the status of temporary protection for Ukrainians until 4 March 2026.


At the same time, the validity of the already issued registration cards for persons with temporary protection has been extended until 30 April 2025. The re-registration process will last until 30.04.2025. If no steps are taken to issue a new registration card by this deadline, it will be declared invalid and the status of its holder will be changed to ‘foreigner with an unexpired temporary protection card’.


A new registration card of a foreigner who has been granted temporary protection may be issued both before and after 30.04.2025 at the request of a displaced person who has been granted temporary protection and is its holder.

Where can I extend my card or apply for the status for the first time?


Until 30 April, a Ukrainian who has already been granted temporary protection can apply for a new registration card at the territorial unit of the ATS under the Ministry of Internal Affairs or at the nearest regional offices of the Ministry of Internal Affairs.


However, after 30 April, re-registration can only be carried out at the territorial unit of the ATS under the Ministry of Justice.


In order to register and re-register for temporary protection, you must appear in person at the institution. The procedure cannot be performed by an authorised person.


Those who arrive in the country for the first time and wish to obtain temporary protection can apply for registration either at the territorial unit of the ATS under the Council of Ministers or at the regional office of the Ministry of the Interior.


Based on the practice of previous years, documents can be submitted to the regional offices of the Ministry of the Interior or to the registration and reception centres in Sofia, the village of Banya and the town of Harmanli.

What documents are required?


For re-registration:


- a sample application for renewal of the Registration Card of a foreigner granted temporary protection, containing the current address of residence (the application will be provided to you by an employee of the Ministry of the Interior or the State Anti-Corruption Agency under the Ministry of Justice);

- a national identity document;

- a registration card issued by the ATS at the Ministry of the Interior. It should be handed over to an official of the SAR at the Council of Ministers or the Ministry of the Interior for further destruction.


For a new registration:


You need to provide personal data, be photographed and receive a registration card.

What does temporary protection in Bulgaria entail?


Temporary protection provides for legal stay in the country, official employment, access to education for minors and vocational training opportunities. Ukrainians are entitled to support in finding accommodation and receiving social assistance.


Medical care is particularly important. The state guarantees emergency medical care and full medical care for children, people with disabilities and the elderly. Women aged 18-63 and men under 65 are covered by health insurance for 90 days.
