Financial assistance to Ukrainians in EU countries: how to issue payments (part 1)

European countries have been actively supporting refugees from Ukraine since the first days of the full-scale invasion. States provide shelter, temporary housing, social assistance, as well as monetary support. We have collected the first 7 countries where Ukrainians can apply for financial assistance.


Germany


Financial assistance to Ukrainians in Germany is provided by the local Jobcenter. The regular payment per month is:


    • per person – 449 euros;

    • for a family, the amount will be slightly smaller - 404 euros for each family member;

    • children under 5 receive 285 euros;

    • 6-13 years – 311 euros;

    • 14-17 years old – 376 euros.


Additional funds are provided to socially vulnerable sections of the population - pregnant women, mothers or fathers who are raising a child on their own. From 2023, the amount of payments will be increased for each category of citizens, by approximately 50 euros.


France


The French government grants Ukrainians the status of temporary protection, which includes the payment of asylum seeker benefits. The amount is paid monthly. The calculation is based on the following factors:


    • the income level of the applicant and the income of his family;

    • type of shelter;

    • number of adults and children in the family.


On average, the regular payment per month is:


    • per person - about 200 euros;

    • a family of one adult and two children - about 400 euros for the whole family;

    • two adults and three children – 620 euros for all family members.


The payment is credited to a personal card account, which must be registered with the French Agency for Immigration and Integration (Ofii).


The Government of France also pays financial aid in the amount of 50 euros per month to French families hosting refugees from Ukraine.


The French Family Assistance Fund (CAF) provides refugees from Ukraine with financial support for housing rent or children's education.


When determining the amount of financial assistance for housing rent, the following factors are taken into account:


    • cost of rent;

    • area and type of housing;

    • composition of the family;

    • wages of the tenant.


The amount of child support depends on the financial situation of the family, the number of children and their age. For example, for low-income parents, this amount per month is:


    • 134 euros for two children;

    • 307 euros for three children;

    • 172 euros for one more child.


Italy


In Italy, there was a program of support for refugees from Ukraine, which was implemented by the Department of Civil Protection of the country's population. However, the application deadline is September 30, 2022.


Support is currently available from the Italian agency Assolavoro, in collaboration with the trade unions Nidil Cgil, Felsa Cisl and Uiltemp. The application can be submitted by Ukrainians who have obtained the status of temporary protection in the country. A one-time grant of 1,000 euros is paid after completing a basic Italian language course or a professional training course. During the training, people are reimbursed for their food and accommodation expenses and are entitled to a daily hourly wage of €3.50/hour.


Provided social assistance:


    • to pay for kindergarten (up to 150 euros);

    • for obtaining an education - various categories of expenses, from the purchase of literature to the payment of university fees (within 200 euros);

    • purchase of goods for a child up to 2 years old (800 euros);

    • psychological assistance (up to 200 euros).

United Kingdom


Ukrainians who arrived in Great Britain under the Homes for Ukraine program receive a one-off payment of £200 per person immediately upon arrival.


The country also provides several types of assistance for people who have financial difficulties or specific needs:


    • universal credit;

    • pension credit;

    • disability assistance;

    • assistance for care;

    • child benefit.


The amount of payments depends on the personal circumstances of each family, as well as the composition of the family and the region of residence.


Netherlands


Financial support for Ukrainians in the Netherlands amounts to 260 euros, both for an adult and for a child. This amount consists of two parts:


    • 205 euros – payment for meals;

    • 55 euros – for clothes and other personal needs.


If you live in a refugee center and receive three meals a day, the municipality can give you only 55 euros per month.


Refugees living in families will receive an additional 215 euros per adult and 55 euros per child to cover the costs incurred by the host family of the Ukrainian.


Please note that Dutch families do not receive any compensation, including for utilities.


Poland


    • The Government of Poland provides one-time financial assistance in the amount of 300 zlotys to citizens of Ukraine to meet their primary needs upon arrival in the country.

    • There is also a social payment under the "Family 500+" program in the amount of 500 zlotys per month per child.

    • For children between the ages of 12 and 35 months, payment of "Family care capital" (Rodzinny kapital opiekuńczy) is provided. The total amount of capital is PLN 12,000 per child. It is paid in 1000 zlotys over 12 months or 500 zlotys over 24 months, at the discretion of the parents.

    • Families with three or more children can count on issuing a "Large Family Card" (Karta Dużej Rodziny).

    • Financial assistance to Polish Card holders and their close relatives.

    • Financial aid program for foster families from Ukraine.

    • The Lutheran World Federation also introduced the payment of financial aid to refugees from Ukraine in four Polish cities: Gdansk, Bielsko-Biała, Zgrzeż and Bytom.


The program provides for three months of payments to all family members:

   - PLN 700 per month for the applicant;

   - PLN 600 for each family member.


    • The "Rebuilding Ukrainian Business" project helps refugees from Ukraine to open a business in Poland. The program is designed for 80 Ukrainian women.

    • Subsidy for housing rent for socially vulnerable segments of the population is provided.

    • Social assistance in Poland to Ukrainians who find themselves in a difficult life situation. This assistance in Poland is paid by the Social Insurance Office (ZUS).


Assistance is provided to families whose income does not exceed the minimum established by law:

    - PLN 776 per month for a person living alone;

    - PLN 660 for a person living in a family.


    • Also, until November 30, applications for financial aid "Dobry Start" are accepted.


Austria


Since October, Ukrainians in Austria have received the right to one-time financial assistance in the amount of 500 euros per adult, of which 250 euros is a climate bonus and 250 euros is a crisis bonus.


A payment of 250 euros is provided for children.

Everyone who lived in Austria for at least six months in 2022 is eligible to participate in the program.
