How to get Maltese citizenship

Citizenship by investment

A temporary residence permit is a document that allows you to live in Malta for one year and then extends it for another year. 

A temporary residence permit is obtained in order to study, work in the country, and reunite with the family. Entrepreneurs who want to optimize taxation and are ready to pay a state contribution of €6,000 can also obtain a residence permit in Malta.

The fastest way to issue a residence permit in Malta for the whole family is to participate in the state migration program for wealthy foreigners Malta Global Residence Program.


Together with the applicant, a spouse, children under 25 years of age, as well as brothers and sisters, parents, grandparents can participate in the program without age restrictions. The main thing is that all relatives, except the wife/husband, are financially dependent on the main applicant.


To become a participant in the program, you must fulfill 4 conditions:


1. Rent housing in Malta from 9,600 euros or 8,750 euros per year. The amount depends on the region, for the island of Gozo or the south of Malta the bar is lower. Alternatively, you can buy property in Malta with a minimum cost of 275,000 euros or 220,000 euros depending on the region.

2. Pay an administrative fee of 6,000 euros or 5,500 euros depending on the region in which the property is located.

3. Obtain medical insurance for all family members participating in the program with you.

4. Pay a minimum income tax for program participants of 115,000 euros.

A member of the program pays an annual income tax of 15% on income received outside Malta and remitted to Malta, or a minimum tax of 15,000 euros. Income received in Malta is taxed at a rate of 35%.


Among other conditions, it is mandatory to submit an annual tax return. You also cannot stay for more than 183 days per year in any country other than Malta. At the same time, the participant of the program is not obliged to live or visit Malta.


Temporary residence permit in Malta for employment


It is quite difficult to find an employer in Malta who will offer a long-term contract. They mainly need highly qualified specialists in the field of IT technologies, pharmaceuticals, and financial services.


The offices of many leading international companies are based in Malta. The residence permit is issued together with the employment permit, the permit card must be renewed annually, and its validity will expire when the employment contract ends.


There are two types of visas for those coming to work in the country: the regular work visa and the Blue Card. The latter is issued to those who are highly qualified and claim a salary at least 1.5 times higher than the industry average.

Proof of cohabitation and ability to pay is required. Or you can document your financial dependence on your partner.


The Golden Visa is a pathway to Maltese (and EU) citizenship for wealthy individuals interested in investing abroad. There are two Golden Visa programs for Malta: one for citizenship and one for permanent residence.

Malta's citizenship by investment program rewards investors with a Maltese passport in return for contributing at least 600,000 euros to a government-approved national fund. Depending on the invested amount, you can get citizenship in just one year.

Who can apply for a Malta Golden Visa?

To obtain a golden visa to Malta, you must meet the following requirements:
• You must be of legal age (over 18).
• You must have the necessary funds to make the investment.
• You must have the necessary means to support yourself and your family without relying on social assistance.
• You cannot have any criminal charges, be questioned or be a suspect in a criminal investigation.
• You cannot have a criminal record that resulted in imprisonment for more than one year.

Documents required to obtain a Golden Visa:

• Passports of each family member.
• Biometric information. You and all family members over the age of 12 must provide photographs and fingerprints.
• A cover letter signed by you.
• A document on the completion of the due diligence procedure.
• Proof of funds along with documents proving the source of your funds.
• Bank statements from your country's bank.
• Marriage certificate (for spouse/partner).
• Birth certificate (for children, parents, grandparents).
• Divorce certificate (if any).
• Guardianship or court documents (if any).
• Documents confirming dependence. This is required for adult children or parents/grandparents applying with you.
• Documents confirming your lack of criminal history.
• Medical conclusions. Medical certificates are required to confirm that no one in your family has a communicable disease that could endanger the health of the population in Malta. Everyone named on your application must provide a medical certificate.
• Any other supporting documents if required.
• Remember that the exact document list can vary significantly depending on your nationality, type of investment and family composition.

How to get Maltese citizenship


In addition to participating in the government's citizenship program for financially independent individuals, you can become a full member of the Maltese community by:

• Naturalization;

• Birth and origin;

• Marriage;

• Registration.


Maltese citizenship by naturalization


On this basis, a foreigner can become a citizen if he meets a number of requirements:

• The age of the applicant is 18 years or older;

• The period of residence in Malta without breaks - 12 months;

• Before this period, the applicant lived on the island for 4 years within 6 years;

• The applicant does not pose a threat to public order and the country's reputation;

• Fluent in English and Maltese.


Naturalized citizens of the republic can become:

• Former citizens of Malta;

• Individuals whose parents are Maltese citizens;

• Foreigners born in the island, provided that either parent is a citizen;

• Individuals whose parents obtained citizenship for any reason.


Maltese citizenship by birth and origin

Those born in Malta to Maltese parents are automatically granted citizenship.


To become a citizen, a foreign applicant must live with their spouse for at least 5 years


Acquiring citizenship through marriage to a Maltese citizen is quite popular among foreigners. However, those who choose this method must take into account a strict condition – they must be married for at least 5 years.


In addition, the right to acquire Maltese citizenship through marriage is granted to:

• Widows and widowers;

• Partners who are in a civil marriage;

• Individuals in same-sex marriages;

• Spouses of those who have acquired Maltese citizenship by naturalization or registration.

Maltese citizenship by investment

 

Maltese Citizenship by Investment is an official government program that allows investors and their family members to obtain Maltese citizenship based on significant contributions to the country's economic and social development.


The program – Malta Naturalization for Exceptional Services by Direct Investment – is working from November 2020.

One of the requirements under the new program is that the applicant and family members included in the application receive citizenship through naturalization and must have been a Maltese resident for at least 12 or 36 months prior to obtaining a Maltese Passport.


The following can participate in the Maltese citizenship by investment through naturalization program:

• The applicant over 18 years old;

• Spouse;

• Financially dependent children under the age of 28 who are not married;

• Parents over 55 years old.

Also, under the new rules, the program is limited to granting citizenship to a maximum of 400 applicants per year.


Requirements for obtaining Maltese citizenship by investment


1. Direct investments in the economic and social development of the country


600,000 euros – if the applicant and family members included in the application have been resident in Malta for 36 months prior to citizenship, or 750,000 euros – if the applicant and family members have resided in Malta for 12 months prior to obtaining citizenship. Additional EUR 50,000 for each family member included in the application may be required.


Direct investments are non-refundable.


2. Buying or renting real estate in Malta


Purchase of residential real estate for the amount of at least 700,000 euros or lease of residential real estate worth from 16,000 euros per year for a period of 5 years.

It is forbidden to sublease the real estate to third parties.

The investor is obliged to retain ownership of real estate or have a valid lease agreement for at least 5 years from the date of obtaining the citizenship certificate.


3. Charitable donation


10,000 euros to one or more organizations: charitable, cultural, sports, scientific and other, which conduct their activities in Malta and are approved by the Community Malta Agency (CMA).


Other requirements for participation in the program

The applicant must be over 18 years old, have no convictions, deportations or sanctions.

All family members included in the application and over the age of 16 must provide original criminal record certificates from each country where the person has lived for a total of 6 months or more during the last 10 years prior to the application, as well as from all countries where the applicant and his family members have citizenship.

To apply for citizenship, applicants must be legal residents in Malta and have a valid residence permit for at least 36 months (or 12 months for an investment of 750,000 euros).

Any application for obtaining Maltese citizenship by naturalization through direct investment is carefully checked, evaluated and undergoes a four-level comprehensive Due Diligence.

The fee for verification of compliance with the criteria for obtaining citizenship is: 15,000 euros for the main applicant and 10,000 euros for each dependent over 12 years of age.

An application for citizenship by investment can only be submitted by an accredited agent licensed by the Community Malta Agency. The interaction of the applicant with the public authorities of Malta without an accredited agent is not allowed.
