Men want to allow men to leave Ukraine for money: how it will work and at what stage of the bill

The Verkhovna Rada has registered a bill to amend the rules for crossing the border during martial law. The document proposes to allow all men to travel abroad. Find out what conditions are offered to persons liable for military duty

For more than a year and a half, martial law has been imposing restrictions on men of military age traveling abroad in Ukraine. Nevertheless, some men manage to escape abroad illegally, and the trend of such "deals" continues to this day. 


Amidst a lot of controversy about the appropriateness of restrictions on men's travel, Ukrainian MPs propose to allow all men to cross the border, including for money. The relevant bill has been registered in parliament.


If you want to go abroad, you will have to pay


The author of the bill, MP from the Servant of the People faction Georgiy Mazurashu, proposes to amend the rules for crossing the border during martial law.


Thus, the document proposes to grant the right to leave to all men liable for military service aged 18 to 60, if they have one of the following documents:


- a decision of a public authority on an official business trip abroad, in particular for the transportation of humanitarian goods;

- documents certifying the fact of studying or enrollment in a foreign educational institution;

- written approval for traveling abroad from the Territorial Center for Recruitment and Social Support;

- documents confirming the existence of an open account in one of the state-owned banks of Ukraine with a guarantee deposit of at least five subsistence minimums for able-bodied persons, the funds from which cannot be used outside Ukraine. As well as a document on the transfer to the relevant bank of a notarized statement of voluntary obligation to replenish the account with a guarantee deposit equal to the minimum amount of taxes on the minimum wage for the entire period of stay abroad during martial law, and permission to transfer funds from such an account to a special account of the Armed Forces of Ukraine.


Based on the proposal, men will have to open an account in a state bank with a minimum deposit of UAH 12,945 and replenish it with UAH 1,306.5 every month while abroad, with the bank authorizing them to transfer these contributions to a special account of the Armed Forces of Ukraine.

What else is proposed in the draft law?


The document also proposes to collect "voluntary contributions" to the Armed Forces from men who left Ukraine after February 24, 2022, when they return home. 


If they cannot confirm the existence of grounds for postponing military service during mobilization at the border crossing point, they will have to transfer 25,890 hryvnias to a special account for each month they stay abroad during martial law.


The draft law is only planned to be submitted to the Verkhovna Rada for consideration, so it is premature to say that men of military age will be allowed to travel abroad. 


Who can leave Ukraine now?


Men over 60 years old and young men under the age of 18 can legally travel abroad. Also, men who permanently reside in the territory of another state and have the relevant documents confirming this are entitled to leave. Men whose close relatives were killed or went missing during the ATO/JFO can also travel abroad.


In addition, certain categories of men of military age can legally travel outside Ukraine during martial law:


- For health reasons;

- If they have minor children;

- for other family reasons;

- for work.
