Why does a foreigner need to have insurance covering war risks to enter Ukraine?
The imposition of martial law on the territory of Ukraine imposes certain restrictions on the validity of insurance policies of foreign citizens. Find out why foreigners need to take out special insurance when entering Ukraine and what are its main advantages
Despite the ongoing war in Ukraine, a large number of foreigners continue to visit the country, both for business and tourism purposes. According to the data provided by the State Border Guard Service of Ukraine at Visit Ukraine's request, more than 1.3 million foreign citizens visited Ukraine in the first half of 2023 alone.
At the same time, a trip to Ukraine now requires more careful preparation and route planning, because despite the fact that active hostilities are concentrated in the southern and eastern regions of the country, the threat of missile attacks from russia remains for the rest of the regions. Therefore, it is important not only to prepare for the trip carefully, but also to take care of reliable health insurance covering military risks.

Why is a foreign insurance policy not valid in Ukraine?
Due to the fact that martial law has been introduced in Ukraine, any foreign insurance policy automatically terminates upon entry into the territory of Ukraine. This is due to the fact that insurance companies do not cover war-related risks in any country where military operations or armed conflicts are ongoing.
In addition, according to Ukrainian law, foreigners and stateless persons may cross the state border to enter Ukraine provided that they have an insurance policy (certificate) for the entire period of stay in Ukraine issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office or contractual relationship with an insurance company - partner in Ukraine (assistance).
It should also be borne in mind that any visit to a medical institution for a non-resident of Ukraine is expensive. Therefore, by ignoring the issuance of an appropriate medical policy, a person risks not only his or her own health but also finances.
Thus, in order to ensure that a trip to Ukraine during the war is safe and does not carry additional risks, it is important to take out reliable insurance that will cover not only basic medical services, diagnostics and treatment, but also the risks associated with a full-scale invasion of the russian federation.
Where to take out war risk insurance in Ukraine for foreigners
War is a typical exception to insurance contracts all over the world, and therefore, a very limited number of insurance companies currently offer insurance policies covering military risks. You can take out reliable insurance that guarantees compensation in case of traumatic injuries, accidents, and death as a result of military operations on the Visit Ukraine website.
Foreign citizens (except for russian citizens), stateless persons, and citizens of Ukraine can purchase an insurance policy. There are no age restrictions, and both minors and elderly people over 70 can take out insurance.
Please note that the insurance policy is valid on the entire territory of Ukraine, except for the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions and the Autonomous Republic of Crimea, as well as the territories where direct military clashes are taking place (front line).

What does the insurance cover?
Health insurance covers not only accidents resulting from military operations, passive war risks and terrorist acts, but also
– general medical services, diagnosis and treatment of Covid-19;
– outpatient treatment (visit to a specialized doctor, examination and consultations, instrumental and laboratory tests) in case of an insured event;
– emergency dental care and dental services;
– emergency obstetric care (provided that the gestation period of the insured person was up to 29 weeks);
– hospitalization (stay in a ward, intensive care unit, intensive care unit), as well as medical care and purchase of medicines prescribed by a doctor;
– reparation of the insured person (or his/her body in case of death) from the place of stay to the place of his/her permanent residence.
What are the limits for reimbursement and what is the cost of insurance?
You can choose one of two types of insurance policies on the Visit Ukraine website:
– with coverage of UAH 100,000;
– with a coverage of EUR 30,000.
The cost of an insurance policy depends on the package you choose and the number of days you stay. You can purchase an insurance policy covering military risks for a different period: from 3 days to 6 months. The price of one insured day starts from EUR 3.3 per day.
