Obtaining a stateless person's certificate for traveling abroad: instructions
Stateless persons who legally reside in Ukraine can apply for a certificate for traveling abroad. Here's a detailed explanation of who can apply for the service, what documents are required, and where to apply
A stateless person's certificate for traveling abroad is issued to stateless persons over the age of 16 who permanently or temporarily reside in Ukraine but do not have a travel document.
At the same time, persons under the age of sixteen or recognized as having limited legal capacity or incapacity may obtain this document on the basis of an application form from one of their parents (adoptive parents), guardians, trustees or other legal representatives.
Who issues a certificate for traveling abroad?
In order to obtain a stateless person's certificate for traveling abroad, you need to apply to a territorial body or unit of the SMS. The application is submitted in person or by a legal representative.

What documents are required?
When applying in person, a person must provide
– a permanent or temporary residence permit in Ukraine;
– a receipt confirming the payment of the administrative fee or a document on exemption from its payment;
– one color photograph of 10 x 15 centimeters for entering a digitized image of the person's face by scanning (the photograph must meet the requirements of the International Civil Aviation Organization (ICAO) Doc 9303 and the Ministry of Internal Affairs).
In case of submission of documents by a legal representative, an additional document proving the identity of the legal representative and a document confirming the authority of the person as a legal representative must be provided.
If the certificate contains data on minor children, the following documents shall be submitted additionally
– the child's birth certificate;
– permanent residence permit or temporary residence permit of the child;
– for a child aged 5 to 16 years: two photographs measuring 3.5 x 4.5 centimeters, one of which is pasted into the certificate and stamped, and the other is included in the application form of the parent (s).
Original documents (except for documents confirming payment of the administrative fee) are returned to the applicant, and copies of them are attached to the application form.
Term of issuance and validity of the certificate for traveling abroad
The certificate is issued within 15 business days from the date of acceptance of the application form and documents required by law from a stateless person or his/her legal representative.
This document is issued for the period of validity of a permanent or temporary residence permit issued to a stateless person.
