When will the Ministry of Foreign Affairs lift consular restrictions for Ukrainians abroad and why were they introduced?

Male Ukrainian citizens abroad have faced restrictions on consular processes. In particular, persons of mobilisation age cannot issue a new passport or pick up an already prepared document. As of 23 April, Ukrainian men of mobilisation age cannot use consular services abroad. The Ministry of Foreign Affairs of Ukraine calls the restrictions a temporary step related to the adoption of a new law on mobilisation in the country. We will tell you when these restrictions are expected to be lifted.


"The decision to suspend the process of providing consular services to the category of Ukrainian citizens defined by the Law is a temporary step due to the need to resolve the issues of military registration of citizens of mobilisation age who are abroad and to resolve technical issues that have arisen during the implementation of the norms and provisions of this Law in cooperation with other relevant state authorities," the Ministry of Foreign Affairs of Ukraine said.


What will happen to applications submitted before 23 April?


According to the Ministry, all applications for consular services submitted before 23 April will be considered and processed by consular offices in full.


They explained that only new applications from the category of citizens defined in the new law will not be accepted temporarily, as the time for processing such applications may exceed the time remaining before the law enters into force.


What if my husband is not making the document for himself?


The restrictions do not apply if the actual recipient of the service is not the applicant himself, but his minor child or ward (issuance of a passport for travelling abroad to a child/ward, registration of a child's acquisition of Ukrainian citizenship by birth, registration of a child's birth, etc.)


It should be noted that these restrictions do not affect the work of the consulate in any way (at least as stated by the Ministry of Foreign Affairs), as they only apply to applications for certain consular services by a certain category of citizens within a certain period.

When will the restrictions be lifted?


The Ministry of Foreign Affairs says that the restrictions on consular services to the above-mentioned persons will be lifted on 18 May, but the process of accepting and reviewing applications at diplomatic missions will be reviewed in the light of the new requirements arising from the provisions of the Law.


Thus, we should expect that certain rules will be introduced for men abroad, as stated in the announcement of the new law on mobilisation. As a reminder, the Verkhovna Rada supported the clause on men applying for a new passport abroad, saying that a man who wants to apply for this document will have to provide a military registration document. However, it was reported at the time that the parliament did not tie the provision of consular services to the military registration document.


As we wrote, Ukrainian men aged 18 to 60 have been unable to use consular services abroad since 23 April. They are only allowed to apply for identity cards for returning to Ukraine.


At the same time, Foreign Minister Dmytro Kuleba said that the Ministry of Foreign Affairs would soon provide clarification on the procedure for obtaining consular services for such persons. In the meantime, the Ministry's press service urges citizens to closely monitor the updates to the official resources of the Ministry.
