Estonia has changed the conditions for payment of rental compensation for Ukrainians: new rules
Since September 2024, Estonia has changed the rules for providing rental compensation for Ukrainian refugees. Find out what new conditions and restrictions will affect the receipt of assistance and who can no longer apply for compensation
On September 1, 2024, Estonia changed the rules for providing rental compensation for Ukrainian refugees. According to the website of the Social Insurance Department, compensation will now be provided only to those who have recently arrived in the country. This means that refugees who have been in Estonia for more than a year will only be able to receive rental assistance if they apply within the first six months after receiving a residence permit.

Conditions for receiving rental compensation in Estonia
Ukrainian refugees who arrived after February 24, 2022, and were granted temporary protection have the opportunity to apply for a one-time rental compensation. The maximum amount of assistance is 1200 euros per household.
The compensation can be received by refugees themselves, as well as by volunteers or persons who have incurred expenses for the arrangement of housing for refugees, including the purchase of furniture or repairs. To receive assistance, you need to register your place of residence with the local government and submit a lease agreement or other documents confirming the expenses.

New rules from September 1
Starting from September 1, 2024, only refugees who have been granted a residence permit in Estonia for the first time (on the basis of the Act on Granting International Protection to Aliens) and have submitted a corresponding application within the first six months after receiving their first residence permit will be eligible for reimbursement of rental expenses.
This innovation is aimed at limiting support for those who have been in the country for a long time. The compensation is provided by local authorities and then reimbursed by the state through the Department of Social Insurance.
Additional services and support
In addition to rental compensation, Ukrainian refugees can also apply for financial assistance for translation services. This support covers the cost of translation in cooperation with state institutions, local authorities and educational institutions. The amount of compensation can reach up to EUR 3,200 per family or EUR 1,600 per person for two years.
