Rental subsidy for IDPs from the state: program terms, amounts and deadlines
The government is introducing a new program to support internally displaced persons - a rental subsidy, which will start in January 2025. Find out about the conditions for receiving assistance, the amount of payments and the list of regions where the program will be available in the first place
The Ministry of Social Policy announces the launch of a new program to support internally displaced persons (IDPs). Starting from mid-January 2025, IDPs will be able to receive a state subsidy for renting housing. The program is designed for those IDPs who do not have enough money to pay for rented housing on their own.

Who is eligible for a rental subsidy?
The main criteria for receiving assistance are:
● The status of an internally displaced person;
● Rental expenses exceeding 30% of the total family income;
● The existence of an official lease agreement.
Special conditions are provided for families with low incomes. If the family income is less than two subsistence minimums per person (less than UAH 5,840), the state will cover a larger percentage of the rental cost.
How is the amount of assistance calculated?
The amount of the subsidy is determined individually for each IDP family, taking into account:
● The level of family income
● The number of family members
● The cost of renting housing in a particular region.
The calculation takes into account regional peculiarities of the rental housing market. To this end, the resolution provides for special coefficients that reflect the difference in rental costs between regions, as well as between large cities and smaller towns.

Peculiarities of applying for and receiving a subsidy
The Pension Fund of Ukraine will be responsible for granting the subsidy. It is important to note that:
● The rent subsidy can be received in parallel with the housing and utility subsidy;
● A formal lease agreement is required for registration;
● A standard contract will be available at Pension Fund offices or online on the Pension Fund's website.
To encourage landlords to formalize relations with IDP tenants, the government has provided additional incentives. In particular, compensation for taxes paid on rental income will be introduced. The amount of compensation will be proportional to the amount of the subsidy provided.
In which regions will the payment be available?
At the initial stage, the program will operate in nine regions that have received the largest number of internally displaced persons:
● Chernihiv region
● Sumy region
● Kharkiv region
● Zaporizhzhia region
● Mykolaiv region
● Dnipropetrovs'k region
● Kherson region
● Luhansk region
● Donetsk region
Important: the program will not be available in the territories where military operations are underway or temporarily occupied by the russian federation.
When can I apply for a rental subsidy?
The start of applications for subsidies and the allocation of assistance is scheduled for mid-January 2025. The Ministry of Social Policy will additionally inform citizens about the start of application and the details of this type of assistance.
