What is the difference between deregistration and exclusion from the military register?

The concepts of removal and exclusion from military registration often raises questions among Ukrainian citizens. Some may confuse the meaning of these processes. Therefore, we have tried to understand what their difference is

Military registration issues affect many citizens of Ukraine and are important during the period of martial law and mobilisation. However, there is often confusion and questions about the difference between removal from the military register and exclusion from it. These are important legal concepts that differ in their consequences and grounds.


Deregistration from the military register


Removal from the military register is a temporary procedure and does not release a person liable for military service from military registration obligations. A person deregistered from the military register must be registered at another territorial recruitment and social support centre (TSC and SS) or other authorised body.


Grounds for deregistration from the military register


- Change of place of residence. A person liable for military service who moves to a territory that is not under the jurisdiction of the current CMC and SP must be deregistered and registered with the new CMC and SP.

- Enrolment in military educational institutions. During this period, such persons are registered directly with the educational institutions.

- Referral to serve a sentence. Persons liable for military service who are sentenced to imprisonment are temporarily removed from the register.

- Enrolment in the military operational reserve.


There are also other cases provided for by the Ministry of Defence of Ukraine.


It should be understood that the procedure for deregistration requires a personal application to the MCC and JIC, submission of an application and relevant documents, such as a passport and military ID card.

Exclusion from military registration


Exclusion from the military register is a permanent procedure that means a person is completely relieved of the obligations related to the military register. Excluded persons lose their status as persons liable for military service and cannot be called up for service.


Grounds for exclusion


- Mobilisation and enlistment for military service.

- Unfit for service for medical reasons. The decision is made by the Military Medical Commission (MMC).

- Reaching the age limit for being in the reserve (usually 60 years).

- Termination of Ukrainian citizenship.

- Death or being declared missing by a court decision.


In order to be deregistered, a person must apply to the MCC and JV with a relevant application and documents confirming the grounds for deregistration. As a result, a deregistration note is issued.


Consequences of deregistration and exclusion


Deregistration: a person liable for military service remains in the status of a person liable for military service and must be registered with another MCC and JV or other authorised body.


Deregistration: a person is released from all obligations related to military registration and is not subject to mobilisation.
