Under the conditions of martial law in Ukraine, a military ID card or a temporary certificate of a person liable for military service becomes a key document for citizens of military age. This document is important not only for the registration of persons liable for military service, but also for obtaining a number of administrative services. Without it, there are difficulties with employment, admission to educational institutions and even obtaining a passport. Let's take a look at what services are not available without a military ID and why this is important.


A military ID card, as well as a temporary certificate of a person liable for military service, is required to identify a citizen as a person liable for military service. During martial law, this document allows you to control the movement, registration and duties of citizens who may potentially be called up for military service.


What restrictions can citizens without a military ID face?


Without this document, citizens liable for military service face restrictions on access to important services, such as


Obtaining a passport. A military registration document is required to obtain or replace a passport of a citizen of Ukraine. The absence of a military ID card means that a citizen will not be able to obtain this basic document.


In addition to obtaining a passport, a military ID card or a temporary certificate of a person liable for military service is required for a number of other important procedures:


Admission to educational institutions. Applicants of military age who do not have a military ID card will not be able to enter universities, colleges and other educational institutions.

Employment. A military ID card is required for employment. Employers are not allowed to hire persons liable for military service who do not have this document, which significantly limits employment opportunities.

Marriage registration. In the absence of a military ID card, it is impossible to register a marriage, as this document is also required for the registration procedure.

Establishment of disability through the MSEC. If a citizen liable for military service does not have a military ID card, he or she will not be able to pass the Medical and Social Expert Commission (MSEC), which establishes disability and determines the need for social support.


Why is it important to obtain a military ID card?


Obtaining a military ID card or a temporary certificate of a person liable for military service is not just a formality, but an important legal obligation. Under martial law, the state tightens control over the conscripts, and the availability of this document is an indicator of readiness to perform civilian and military duties.


In addition, the absence of a military card may result in administrative liability. Citizens who evade military registration risk a fine or even more serious penalties.

What if I lost my military ID card?


According to this institution, a military ID card can be reissued under the following conditions


- damage to the military card;

- loss or damage during a natural disaster;

- loss or theft of a military ID card;

- change of surname, name and patronymic of a serviceman (person liable for military service, reservist).


A military ID card may be reissued only upon the decision of the head of the relevant TCC and JV on the basis of a personal report (application) of a serviceman (person liable for military service, reservist). The exception applies only to employees of the Security Service and the Foreign Intelligence Service. 


How can I restore my military ID card?


To restore their military ID card, members of the Armed Forces of Ukraine can contact their commanding officer. Persons liable for military service and reservists can apply to the head of the CMC and JV at the place of registration. In their application, they should also explain the circumstances of the loss of the document.


If the reason for restoring the document is a change of surname or name, a new passport of a citizen of Ukraine must be provided.


If a member of the Armed Forces of Ukraine loses his or her military ID, the commander of the military unit must order an internal investigation. Upon its completion, the following package of documents is collected


- an application/report stating the circumstances of the loss of the military ID card and a request for its issuance;

- passport;

- a matte photo of 3x4 cm without a corner;

- damaged document or its remains (if any);

- an extract from the order on the results of the official investigation (if the document is lost).


It should be noted that a fine of UAH 510 to UAH 850 is payable for a deliberately damaged or negligently kept military ID card. In case of a repeated offence within a year or committed during a special period, the fine ranges from UAH 850 to UAH 1700.


Which military ID card is currently valid?


According to lawyers, the old-style military ID card is currently considered valid.


According to clause 55 of the CMU Resolution No. 560, a military registration document determining the affiliation of its holder to military duty issued before the entry into force of the Law of Ukraine of 11 April 2024 is valid and does not require mandatory replacement in the event (on the grounds) that a new form of military registration document is approved by a public authority.
