Ukrainians have identified the cities with the best economic climate: which city is ahead
According to polls, a number of Ukrainian cities have demonstrated the greatest ability to adapt their economies to a full-scale war, despite their proximity to the frontline or constant shelling. Find out more about the cities that ranked first on the list
According to a recent municipal survey, Ukrainians have identified the cities with the best conditions for economic adaptation in the face of a full-scale war.
The list is headed by Kharkiv, which, according to 70% of respondents, has managed to organize economic activity the best among all Ukrainian cities despite regular shelling.

Kharkiv is an example of economic resilience
Although Kharkiv is located close to the war zone, the city demonstrates impressive resilience and resource mobilization. Thanks to the activity of the local authorities and the support of the community, Kharkiv remains economically stable, even more adaptable than Kyiv, which shares the third place in the ranking with Lutsk. According to the survey, 65% of respondents supported these cities, noting their ability to function in a time of war.
Chernihiv, a city that has also been repeatedly shelled, was ranked fourth in terms of adaptation to the challenges of war.
Poltava, Kropyvnytskyi, and Zaporizhzhia are left behind
Meanwhile, cities that are further from the frontline, such as Poltava, Kropyvnytskyi, and Zaporizhzhia, have not been able to achieve the same economic resilience. Only 45-49% of Ukrainians believe that the economies of these cities are adapted to the war conditions.
Interestingly, Chernivtsi and Uzhhorod, which are located at a considerable distance from the fighting, are also considered less adapted. In these cities, problems with economic activity are associated with insufficient business involvement and difficulties in creating new jobs.

Starting a business: where is it easiest?
According to the survey, there are cities in Ukraine where it is easier to start a new business with fewer obstacles. In particular, 41% of respondents say Rivne is a city where starting a business is relatively easy, followed by Uzhhorod with 37%, and Khmelnytskyi (36%).
In contrast, Mykolaiv, Zaporizhzhia, and Poltava are the most difficult cities to start a new business in due to high levels of bureaucracy and corruption risks.
Legislative framework for economic recovery in Ukraine
Olena Shulyak, Chair of the Verkhovna Rada Committee on the Organization of State Power, noted that economic activity and potential should be the primary factors for communities in planning the recovery of their cities.
According to the draft law “On the Basic Principles of Recovery,” priority will be given to rebuilding those settlements where economic conditions allow for development and sustainable growth.
This legislative instrument also provides for transparent resource management mechanisms aimed at reducing the damage caused by the war and facilitating socio-economic recovery.
