New rules for power outages – what will change for household consumers and businesses
In order to establish the same principle of applying hourly blackout schedules to all Ukrainian settlements, the Ministry of Energy has updated the blackout rules. Find out what changes have been introduced and how it will affect citizens and businesses
The Ministry of Energy of Ukraine has approved new rules for hourly power outages that unify the process of electricity supply in all regions of the country. According to Ukrenergo, Order No. 439, signed on November 27, 2024, introduces systemic changes in energy load management.
New rules for power outages: key changes for household consumers
The key changes for households include a fairer and more transparent mechanism for power outages:
1. Detailing of outage schedules: Each queue of the hourly outage schedule (HOS) is divided into two sub-queues for more accurate load distribution.
2. Unification of regional approaches: The same principles for determining the order and duration of blackouts are introduced in all regions.
3. Flexible mode of outages: Dispatchers are now able to manipulate the volume of blackouts more flexibly - from 0.5 to 2.5 queues.
4. Clear time limits: It takes up to 30 minutes to disconnect and reconnect.
How will the duration of outages change?
It is noted that hourly outage schedules will be unified in all regions, in compliance with the principles of uniformity and fairness.
"Each group of consumers in each region, determined by the distribution system operator (oblenergo), will receive a clear time when restrictive measures will be applied to it. Taking into account the most equitable distribution according to the criteria of day/night, weekday/weekend," the statement said.
In addition, Ukrenergo emphasized that since it is impossible to completely equalize the outages during the day, the final time balance will be calculated based on the results of the week.

New rules for industry and business
Stricter control rules are being introduced for businesses:
● Strengthening of mechanisms for enforcing compliance with power limitation schedules (PLS);
● The right of distribution system operators to independently apply emergency shutdowns in case of non-compliance with commands;
● Clear gradation of responsibility between distribution and transmission system operators.
Exceptions and priorities
It is important to note that critical facilities, the list of which is approved by the regional military administrations, are excluded from the hourly outage schedules. Such facilities are guaranteed priority power supply.
