
The full launch of the ETIAS system has been postponed again as the EU has decided to phase in the related EES system. Find out who is affected by the new rules, how the system will work, and why its implementation is delayed again
The launch of the European Travel Information and Authorization System (ETIAS) is postponed until the end of 2026, and its mandatory use is expected only in 2027.
This decision was made due to delays in the implementation of the linked entry/exit system (EES), which should be fully functional before the launch of ETIAS. This was reported by Euronews.
What is ETIAS and who does it concern?
ETIAS is a new pre-authorization system for travelers from countries that have a visa-free regime with the EU. It will affect citizens of Ukraine, the United Kingdom, the United States and more than 60 other countries, who will have to obtain a special permit before entering the Schengen area.
There will be a six-month transition period during which registration will be voluntary. Thus, the system is expected to be fully launched only in 2027.
How will the system work?
To obtain an ETIAS permit, travelers will have to
- Fill out an online application on the official website;
- Provide personal data;
- Answer control questions;
- Pay a fee of 7 euros.
The permit will be linked to the passport and will remain valid for three years or until the document expires.
Who is exempt from paying the fee?
The following are exempt from paying the 7 euros:
- Children under the age of 18;
- Persons over 70 years of age.
However, even these categories of citizens will have to register in the system.

Why is the introduction of ETIAS delayed?
The main reason for the delay is the lack of a full-fledged launch of the EES system, without which ETIAS cannot function. EES was supposed to be implemented in 2022, but due to technical and organizational difficulties, its launch was postponed several times.
The European Union has decided to phase in the EES starting in October 2025 at selected border crossings. Since ETIAS should start working no earlier than six months after the full deployment of the EES, its launch is possible only in the last quarter of 2026.
When will travelers have to apply for ETIAS?
Since EES will come into force gradually, ETIAS will not become mandatory until 2027. For the first few months after the launch, the system will operate in a voluntary mode, and the specific date of its full implementation will be announced closer to the end of 2026.
The introduction of ETIAS is one of the European Union's measures to strengthen border controls and improve security. However, constant delays in the implementation of related systems, such as EES, are forcing the EU to postpone the full launch.
Ukrainian travelers and citizens of other visa-free countries should follow the updates and prepare for changes in the rules of entry to the Schengen area in the coming years.
