Sale, registration and receipt of driver's license and license plates by mail: new changes that drivers should know

Ukraine continues to implement reforms in the area of administrative services related to motorists.
The innovations are designed to simplify the procedures for registering, obtaining documents and license plates for vehicles, as well as to adapt the processes to the modern needs of citizens.
Let's take a look at the changes made to the regulations and their significance for drivers.
New opportunities to receive documents and license plates by mail: what has changed?
On January 21, at the initiative of the Ministry of Internal Affairs, the Cabinet of Ministers of Ukraine amended Resolutions No. 340 and No. 1388. The main innovation was the introduction of the possibility of choosing a postal operator for delivery:
• driver's licenses
• vehicle registration certificates,
• license plates (if issued).
Previously, delivery was carried out exclusively through Ukrposhta. Now, citizens will be able to choose any postal operator convenient for them. This service will be available at the request of the person and will involve an additional fee.
The new rules will come into effect six months after the relevant resolution is published. This gives time for both government agencies and postal operators to prepare for the implementation of the changes.

Temporary deregistration of a car
Another important aspect of the amendments is the right of vehicle owners to temporarily deregister their vehicles if they do not use them in road traffic in Ukraine.
This innovation is especially useful for
- owners of seasonal vehicles (motorcycles, tractors, boats, etc.)
- motorists who temporarily do not use their vehicles (for example, due to repairs or traveling abroad).
This procedure will allow owners to conclude civil liability insurance contracts for shorter periods of time - from 15 days to five months.
Simplifying the sale of used cars
On January 3, the President of Ukraine signed a law that fundamentally changes the rules for the sale of used cars. Car dealers are now exempt from the mandatory registration of vehicles.
Previously, there was a complicated bureaucratic procedure for selling used cars:
1. Double registration. Car dealers had to first register the vehicle for themselves and then for the end buyer. This meant two separate visits to the MIA service center.
2. Certificates from military enlistment offices. For each transaction, dealers had to obtain certificates from the territorial centers of recruitment and social support (TSC and SP) on the registration and deregistration of a vehicle.
The new law cancels these complicated procedures. Now:
- a vehicle is registered as a resale item, not as a car dealer's own vehicle,
- the vehicle is immediately registered to the end buyer,
- there is no need to obtain certificates from the TP and JV.
Benefits for the market
- The abolition of dual registration significantly reduces the time required to complete transactions.
- Dealers are exempt from additional payments and procedures that previously created a financial and administrative burden.
- Simplification of the procedure stimulates the development of the legal car market. This practice has been in place for a long time in EU countries (Germany, Poland, etc.) and has proven to be effective.
How will this affect citizens?
- Drivers will be able to choose convenient services for the delivery of documents and license plates. It also stimulates competition between postal operators, which can lead to better quality of services.
- The elimination of unnecessary bureaucratic procedures reduces the time spent on paperwork and vehicle registration.
- Temporary deregistration of vehicles allows drivers to save resources when not in use, which is an important step towards adapting services to the needs of citizens.
The changes introduced in the area of vehicle registration, obtaining documents and license plates are another step towards simplifying administrative services for drivers. They make procedures more flexible, fast and accessible.
In addition, it contributes to the development of the automotive market in Ukraine and brings it closer to European standards.
