A green card is a necessary insurance policy for driving your own car outside of Ukraine for a safe trip. Find out in detail what documents are required for insurance, when the Green Card becomes valid and other issues
Traveling abroad by your own car means freedom, comfort, and the opportunity to explore new places at your own pace. However, to cross borders safely and legally, you need to take care of one important document - a Green Card insurance policy. This international insurance policy provides financial protection for your car in any of the countries participating in the system. We will tell you how to apply for a Green Card, what data you need to provide, and how to simplify the process by choosing modern online services.
What is a Green Card policy?
The Green Card is an international insurance policy that confirms the civil liability of the vehicle owner to third parties. This document is mandatory for everyone who plans to travel outside Ukraine by car. The system operates in 44 countries in Europe, Asia, and Africa, providing compensation for damages in the event of an accident regardless of the location of the accident among the participating countries.
Why do I need to buy a Green Card?
This policy is analogous to the Ukrainian “motor citizen”, so it is necessary to cover property damage or damage to the health and life of third parties in the event of an insured event. The need to obtain international insurance is stipulated in the Law of Ukraine “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles”.
In which countries is the Green Card valid?
Currently, the policy is required for 44 countries:
Albania, Andorra, Austria, Azerbaijan, Belgium, Bulgaria, Bosnia and Herzegovina, Switzerland, Cyprus, Czech Republic, Germany, Denmark, Spain, Estonia, Liechtenstein, Great Britain, Greece, Croatia, Italy, Israel, Iran, Ireland, Iceland, Luxembourg, Lithuania, Latvia, Malta, Morocco, Moldova, Macedonia, Montenegro, Norway, Poland, Romania, Sweden, Slovakia, Slovenia, Serbia, Tunisia, Turkey, France, Finland, Hungary.

Do border guards check for insurance?
You cannot travel from Ukraine to Europe by car without a Green Card. A border guard will check the availability of the policy by scanning the unique QR code specified in the contract or on the MTIBU website.
We would like to add that border guards can check documents only within the border zone.
What documents do I need to take out insurance?
In order to take out a Green Card policy, you need:
- Foreign passport or driver's license;
- Car registration certificate;
- TIN code.

Difference between electronic and paper Green Card
Electronic and paper versions have the same legal force and are recognized by all countries of the system. The main advantage of the electronic form is the ability to purchase it online at any time and receive it by e-mail. The paper version requires a personal visit to the insurance company. A policy issued online can be easily checked on the MTIBU website, just like a paper one.
The only caveat of the electronic version is that some countries still require a printout of the policy. However, from 2025 this requirement will disappear, and it will be enough to show the document on the smartphone screen

Advantages of the Green Card issued through Visit Ukraine:
Legal travel abroad - it is impossible to leave Ukraine by car without a policy.
Financial protection - coverage of losses caused to third parties in the event of an accident.
International recognition - the policy is valid in all participating countries without the need for additional insurance.
Should I add the names of all persons who will use the car to the policy?
There is no need to do so. The insurance certificate automatically covers drivers who drive the car legally.
When does the Green Card come into force?
You can use the policy no earlier than midnight of the day following the conclusion of the contract.
What should I do if the insurance period has expired abroad?
Re-issue your current policy online - it is convenient and fast, because you do not need to return to Ukraine.
What is the amount of personal injury and material damage coverage under the policy?
Each country has its own amount of compensation. The average coverage of material damage in the EU countries is EUR 1 million.
How to get compensation in case of an accident abroad?
A Green Card holder can receive compensation only in the countries where the policy is valid.
1. Damage caused by the fault of a foreign driver. Such compensation is provided by the driver's insurer;
2. Damage caused by the driver of an uninsured car. In this case, the National Bureau or the Guarantee Fund of the country where the road accident occurred reimburses.
Information about the insurance company of the culprit of the accident is indicated in the European Accident Statement.
What passport data do I need to provide?
When applying for a Green Card, you must specify:
Passport series and number (Ukrainian or foreign): two-letter series and six-digit number.
For an ID card - a document number consisting of nine digits.
What place of residence should I indicate?
You must indicate the registration address (residence) indicated in your passport or in the ID card certificate.
What should I do if I don't have a TIN (individual tax number)?
If you do not have a TIN, you should indicate the number “0” in the appropriate field when applying for a policy.
Can I pay for the Green Policy with a non-Ukrainian bank card?
Yes, payment can be made by any international payment card - Visa, Mastercard or other, regardless of the country of issue.
What should I do if the Green Card is lost or damaged?
If you have lost your policy or it has been damaged, you should contact the insurance company that issued it. They can provide a duplicate. If the policy was issued online, you will be able to download it again from your e-mail or personal account.
Does the Green Card cover the repair of my own car?
No, the Green Card only covers damage caused to third parties, including damage to their property or health. This policy does not compensate for the repair of your car or your own medical expenses. For this, you need additional insurance, such as hull insurance or health insurance.
Is it possible to change the validity period of the Green Card after its issuance?
No, you cannot change the validity period of the policy after it has been issued. If your plans have changed, you will have to take out a new policy for the required period, and the previous one is not refundable or amendable.
Please note! To ensure that Ukrainian drivers feel protected abroad, MTIBU has signed agreements with some national bureaus of the member countries of the international system of motor insurance “Green Card” of the Agreement on the Protection of Visitors. According to these agreements, MTIBU can advise the victim on establishing the insurer of the driver of the vehicle that caused the accident. Further communication regarding compensation should be conducted directly with the relevant insurance company.
To remind you. The Verkhovna Rada has registered a draft law that increases liability for offenses on the roads of Ukraine.
