Recently, the Motor (Transport) Insurance Bureau of Ukraine announced changes to insurance that will come into force in 2025. Here are the key changes in motor insurance legislation.

Liberalisation of international insurance prices

Starting from 2025, Ukrainian insurance companies will have full freedom to set tariffs for Green Card policies. This became possible due to the new law on compulsory motor third party liability insurance, adopted on 17 June 2024. Previously, prices were regulated centrally, but now insurers will be able to set prices based on their own risk assessment and market conditions. This change will create a competitive environment where car owners will be able to choose the best deals from different insurance companies.

New rules on the term of insurance policies

Starting from the beginning of 2025, new requirements will be introduced for the activation of international insurance contracts. The policy will only become effective from 00:00 the next day after its registration in a centralised database. It is important for car owners to take this change into account when planning trips abroad and take care of taking out insurance in advance.

If the information about the contract is not in the unified database, the Green Card certificate will be considered invalid, making it impossible to cross the border. This is a significant change from the current practice, when drivers could take out insurance immediately before travelling abroad.

These innovations are aimed at combating fraud and document fraud. In addition, this is an important step towards the introduction of an electronic version of the Green Card in all countries participating in the system. In the future, it will be possible to electronically verify the validity of a policy through a centralised database.

Digitalisation of insurance certificates

The transition to the electronic format of the Green Card will begin in 2025. According to the decision of the General Assembly, all countries participating in the system will be obliged to recognise digital certificates. Drivers will be able to present the policy in PDF format on their mobile devices. It is planned to gradually abandon paper versions of documents, which will make the insurance system more modern, transparent and protected against counterfeiting.
