Mobilization has been going on in Ukraine for over a year now, introduced due to the full-scale invasion of the Russian army. The Verkhovna Rada regularly extends martial law and mobilization based on proposals from President Volodymyr Zelenskyy.  


Against the backdrop of mobilization measures, controversial issues arise that are not fully understood by society. One of them is whether military enlistment offices can serve draft notices to relatives of persons liable for military service. We will tell you what we know about this.


It is worth noting that according to the legislation of Ukraine, a call is considered to be served if the document was filled out in advance and all the data of the person being called to the territorial recruitment center were entered into it. It should also be remembered that the document has legal status only if it is signed by a person liable for military service.


Please note! In Ukraine, the law does NOT allow the delivery of conscription notices to persons liable for military service through relatives. Recently, Telegram channels have been spreading information that calls will now be delivered through relatives. However, none of the posts refer to a specific law or government decree.


"At present, no provision of the current legislation, as well as resolutions, orders or decisions, defines or establishes the possibility for representatives of the military commissariats to deliver calls to persons liable for military service through relatives. Assuming that relatives have received the summons and indicated this, there is no mechanism for bringing them to justice", - said lawyer Andriy Novak on the air of "Breakfast with 1+1".


Summonses in a messenger or via SMS


Summonses that persons liable for military service may receive via mail or messengers are considered to be improperly served.
