On 18 July, Ukraine launched the second stage of testing the state programme for people whose homes were damaged or destroyed during the war. The article below explains who can receive compensation and what amounts can be paid to Ukrainians to rebuild their homes.


EVidnovlennya: compensation from the state for damaged or destroyed housing 


On 10 May, Ukraine launched testing of the first stage of the EVidnovlennya programme. According to the rules, at the first stage, people whose housing was slightly damaged due to military operations could receive funds from the state. The amount of assistance for housing reconstruction was UAH 200,000. It is noted that during the first stage, 1,400 Ukrainians received compensation from the state. 


The second phase, which started on 18 July, provides for the payment of funds from the state to those people whose homes have been severely damaged or completely destroyed by the hostilities.

So far, the programme is operating in a test mode and residents of two villages in the Kyiv region that were previously under occupation can benefit from the assistance. However, after testing, the programme is expected to be rolled out across the country. 


Who can receive compensation from the state? 


According to the programme's rules, the owners of apartments, houses and summer cottages that were destroyed or damaged during the hostilities can receive compensation. 

The following are eligible to receive compensation:

● property owners

● investors who have invested in construction

● Members of housing cooperatives

● heirs of the persons mentioned above. 


It is noted that persons under sanctions, those convicted of crimes against the state and the heirs of such persons cannot be entitled to compensation. 

It is expected that after the testing is completed, managers of apartment buildings and condominiums will also be able to receive compensation. 

After the testing phase is over, a special queue will be introduced to allow residents of all settlements to receive assistance in turn. 

Combatants, people with war-related disabilities, people called up for military service during mobilisation, large families and Ukrainians with disabilities of groups 1 and 2 will be able to receive compensation out of turn. 


Compensation: what amounts are provided by the programme 


According to the programme rules, Ukrainians can receive 2 types of compensation from the state.

1. Payment of funds to an account

Such funds can only be used for limited groups of goods, i.e. construction materials. Namely: 

● cement, building lime and other binders;

● window and door blocks;

● goods for masonry;

● floor coverings;

● goods for wall and ceiling decoration;

● precast concrete products;

● steel reinforcement for prestressing concrete;

● metal structures;

● construction sealants and adhesives;

● сables;

● membranes;

● exhaust pipes and chimneys;

● wooden structures;

● roofing materials;

● pipes and tanks;

● glass and glass block products;

● construction products in contact with drinking water;

● sanitary products;

● connectors for structures;

● thermal insulation products;

● gypsum products.


2. Certificate for the purchase of real estate

If an apartment or house was completely destroyed, a person may receive compensation for the purchase of a new home. This option involves obtaining a special electronic certificate that will serve as a guarantee from the state for the purchase of real estate. The certificate can only be used by the owners and their heirs for the next 5 years.

How to get compensation from the state? 


You can apply for compensation during the martial law period and within 90 days after it ends. 

There are three ways to apply:

● in paper form through the ASC;

● in paper form through social security authorities or a notary;

● electronically through the state application "Diia" by selecting the section "Compensation for lost property". 


The application must contain the following information:

● information about the applicant and information about the object that was damaged or completely destroyed, namely the area and location;

● if the applicant has independently assessed the value of the damaged property, the application must be accompanied by the registration number of the report and the assessment;

● documents confirming the ownership of the real estate.


If a person chooses to receive a certificate from the state for the purchase of new real estate, after choosing a property, another application must be submitted, which will contain the buyer's information and contacts, general information about the property, price and data of the housing certificate. 


Compensation amount: how to calculate it 


The amount of compensation will be calculated by the commission using a special formula. 

The commission will fill out a special form that will contain a list of works to be performed to restore the property and the average cost of these services.

In calculating the amount of compensation for the destroyed apartment, the commission will be guided by the average price per square metre in Ukraine on the secondary real estate market as of February 2022. The number of rooms, the total floor area and the year of construction will also be taken into account. 

If compensation is expected for a destroyed house, the number of rooms and year of construction will not matter, and the amount per square metre will differ. 

Detailed formulas for calculating compensation were previously published by the Cabinet of Ministers of Ukraine.

It is noted that the maximum period for consideration of an application for compensation will be 30 days, after which Diia will receive a notification of the commission's decision.
