On September 6, the Unified Whistleblower Reporting Portal was launched in Ukraine, allowing Ukrainians to report corruption to the relevant authorities in an electronic format. 


The National Agency for the Prevention of Corruption reports that the Portal is one of the stages of anti-corruption policy. The creation of the Portal is envisaged by the law "On Prevention of Corruption" and the state anti-corruption program for 2023-2025.

Unified whistleblower reporting portal: what is known 


A strong anti-corruption program and the creation of this portal are a prerequisite for Ukraine's accession to the EU. 


"Thanks to the creation of the Portal, the EU recommendations on anti-corruption policy have been implemented," comments the NACP representative. 


Ukrainian organizations will be connected to the Portal in turn. It is noted that if an organization is still not connected to the Portal, corruption can be reported through other channels. 


The portal provides for anonymous reporting by employees of Ukrainian organizations who have witnessed corruption schemes. Once submitted, the information is received by the heads or authorized persons in charge of corruption, as well as the NAPC, NABU, the National Police and the relevant prosecutor's offices. 


It is expected that over 92 thousand Ukrainian organizations will be connected to the Portal in 180 days. 


It is noted that the connection will take place in turn:


● within the first 30 days, the Prosecutor General's Office, the State Bureau of Investigation, the National Police, the NABU and the NAPC will be connected to the Portal;

● within 60 days - regional state/military administrations, ministries and central authorities that have a special status;

● within 90 days, the President's Office, the Verkhovna Rada, the Cabinet of Ministers, state-owned companies, as well as the CEC, the NSDC, the CCU and the Accounting Chamber will be connected to the Portal. 


It is noted that the Portal will have round-the-clock access for submitting reports, including anonymous ones. 


How to report corruption? 


The link to the Single Portal can be found on the NACP website, as well as on the official websites of organizations that will be connected to the system. 


Any person can report corruption. However, it is noted that despite reporting corruption, not everyone can receive the status of a whistleblower. A citizen may be considered a whistleblower if the following conditions are met:

● the report of corruption is submitted by an individual who is confident that the information is true;

● the information contains facts that confirm the commission of corruption violations

● the information was obtained through labor, economic, professional, social, scientific activities, as well as through service or training. 


It is noted that if at least one of these requirements is waived, the person submitting the report will be considered the applicant. 


Is it possible to report corruption anonymously? 


Although the Portal guarantees complete confidentiality, the applicant may choose to submit a report anonymously or provide information about himself/herself. 


However, it is noted that in the case of anonymous reporting, the applicant cannot claim the status of a whistleblower and receive a reward. 


Even if a person does not provide any information about himself or herself, he or she will be provided with an appropriate indicator that will allow him or her to monitor the progress of the investigation.

Timeframe for reviewing a report of corruption 


If the report contains factual information and meets the standards, a preliminary review will take place within 10 business days. 


It is noted that if during the preliminary review the relevant authorities found signs of corruption violations, all materials and information will be transferred to the State Bureau of Investigation or special anti-corruption entities. 


When the information from the report is confirmed, those responsible for corruption offenses will be brought to justice. 


Can the applicant count on protection? 


If a whistleblower feels threatened to his or her life, health, home or property, he or she may report it to law enforcement agencies to receive protection. 


How can I get a reward for exposing corruption? 


The reward for disclosing corruption violations is 10% of the monetary value of the subject of the corruption violation, but may not exceed 3000 minimum wages. 

A prerequisite for receiving the reward is the status of a whistleblower. 


It is noted that the reward will be paid after the trial and after the court issues a guilty verdict.
