On September 18, the Cabinet of Ministers of Ukraine decided to dismiss six deputy ministers of defense and the ministry's state secretary. This decision was preceded by a series of high-profile scandals over the procurement of food and ammunition, as well as accusations of abuse of office.


According to Ukrayinska Pravda, citing sources in the Cabinet of Ministers, the deputies wrote their resignations voluntarily after Rustem Umerov's request, and none of them will return to their posts.

– Rostyslav Zamlynskyi (Deputy Minister of Defense of Ukraine)

– Malyar Hanna (Deputy Minister of Defense of Ukraine)

– Sharapov Denys (Deputy Minister of Defense of Ukraine)

– Shevchenko Andriy (Deputy Minister of Defense of Ukraine for European Integration)

– Vitaliy Deynega (Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformation and Digitalization)

– Kostiantyn Vashchenko (State Secretary of the Ministry of Defense)


According to Article 9 of the Law on Central Executive Bodies, after the dismissal of the Minister of Defense, the First Deputy and Deputy Ministers were also supposed to resign, but the First Deputy Minister, Lieutenant General Oleksandr Pavliuk, who commanded Kyiv's defense at the beginning of the full-scale invasion, remained in office.

Why did Umerov start the reboot of the Defense Ministry?


"Reboot. We have started. We are doing it. We are working as usual. The rest of the news will come later. Now the focus is on Ramstein," Defense Minister Rustem Umerov wrote on Facebook.


After Oleksiy Reznikov's dismissal, the deputies were supposed to resign, but most of them had "questions" while still in office. For example, Anna Malyar was repeatedly accused of premature and fishy coverage of events, in particular those related to the liberated territories. The most recent scandal was the report on the alleged complete de-occupation of Andriivka near Bakhmut, which Malyar published before the official confirmation of the General Staff and the corresponding report from the soldiers who performed tasks in the designated area of the front.


Andriy Shevchenko and Vitaliy Deynega started working at the Ministry in February 2023 at the height of the scandal over abuses in army procurement.


Other deputies and the Secretary of State have not been involved in high-profile scandals over the past year and a half. 


Back on September 7, Volodymyr Zelenskyy said in his video address that Rustem Umerov should start rebooting the Ministry of Defense.


"Today I have officially introduced the new Minister of Defense of Ukraine Rustem Umerov. He is a strong man. He is systematic. He knows the defense sector well. From the first days of the full-scale war, he has been involved in negotiations on weapons for Ukraine. Very sensitive negotiations. They are effective. He is also engaged in negotiations on the release of our people from Russian captivity. Rustem also has important results for Ukraine in this regard. He can restart the work of the Ministry of Defense. This is what we need now," the President of Ukraine commented.


Consultations are currently underway on candidates to replace the dismissed officials.
