One of the main positive news in the tourism sector is the marked increase in hotel accommodation fees compared to the previous year. According to information provided by the State Agency for Tourism Development, this figure is almost a quarter higher than in 2021.


However, along with these positive changes, there are challenges faced by most regions of the country. According to the data for the first half of 2023, budget revenues from the tourism industry decreased compared to the same period last year. 


Here's a look at what new trends in Ukrainian tourism mean and which regions of the country have generated the most revenue this year.

Earnings of the Ukrainian tourism sector in 2023


In January-June 2023, the tourist tax in Ukraine amounted to UAH 85 million 471 thousand, while in 2021, budget revenues amounted to UAH 69 million 453 thousand.


The tourist tax is paid by guests of hotels, recreation centres and apartment buildings based on the number of days of stay. This amount is transferred from the accommodation facilities to the regional budget. 


In 2023, the maximum amount was UAH 30 for Ukrainian tourists and UAH 300 for foreign tourists. 


The top five regions in terms of tourist tax payments are Kyiv and four oblasts. 


The following regions received the most money:


● UAH 20 million - Lviv region, which received one hundred thousand hryvnias less (UAH 19.974 million) in the same period in 2022. 

● UAH 14 million - Kyiv. This amount is almost a third less than in the first half of last year (UAH 20.5 million). 

● UAH 9.5 million - Zakarpattia region. This year's profit from the western region was slightly higher than in the same period last year (UAH 8,728 thousand). 

● UAH 8.7 million - in Ivano-Frankivsk region, the tourist tax was less than last year: UAH 8 million 755 thousand in 2023 compared to UAH 9 million 470 thousand in 2022. 

● UAH 5.3 million - in the Dnipropetrovska oblast, the hromada budget received more than UAH 5 million. This is a third more than in the first half of last year (about UAH 4 million).


All three regions of Western Ukraine also saw a significant increase in tourist tax: 


● Chernivtsi region - UAH 419 thousand this year compared to UAH 733 thousand last year;

● Rivne region - UAH 111 thousand compared to UAH 657 thousand last year;

● Volyn region - UAH 253 thousand compared to UAH 821 thousand last year. 


According to statistics provided by the State Agency for Tourism Development, 15 regions of Ukraine recorded a significant decline in hotel accommodation prices. 


The largest decrease, which was expected due to the war in Ukraine, was recorded in the following regions of the country:


● 100% - in Luhansk region;

● 98% - in Kherson region;

● 91% - in Donetsk region;

● 72% - in Mykolaiv region.


A significant decrease was also recorded in Zaporizhzhia (40%), Cherkasy (35%), Odesa (33%), Kyiv (29%), Kharkiv (23.5%), Kyiv (20.3%), Ternopil (20%), Kirovohrad (18.5%), Chernihiv (11.5%), Khmelnytsky (6%) and Ivano-Frankivsk (3%) regions.
