Ukraine announces the creation of the Alliance of Defense Industries and the Defense Fund: what is known?
During his speech at the first International Defense Industries Forum in Kyiv, President Volodymyr Zelenskyy announced the creation of the Alliance of Defense Industries and the Defense Fund to localize the production of weapons and military equipment. On September 29, 2023, the first International Defense Industries Forum (DFNC1) took place in Kyiv. It was attended by manufacturers of weapons and military equipment, a total of 252 companies from more than 30 countries of the world. As part of the forum, the Alliance of Defense Industries was created and the Defense Fund was launched.

Results of the first International Defense Industries Forum
The International Defense Industries Forum was organized by three Ukrainian ministries: the Ministry of Defense, the Ministry of Strategic Industries and the Ministry of Foreign Affairs.
International manufacturers of tanks, artillery, drones, ammunition, developers of innovative software and owners of complex technologies took part in the event. Ukrainian enterprises of the defense-industrial complex, both state and private, also joined the forum.
According to the results of the forum, Ukraine signed about 20 agreements and memoranda with foreign partners. The formats of cooperation are different - joint production, exchange of technologies, supply of components, in particular:
- The Turkish company Baykar, which produces combat drones Bayraktar TB2, invests 100 million dollars in three projects in Ukraine. Among them is the construction of a factory for the production of drones, which will be completed in 1.5 years.
- The Czech Republic will provide Ukraine with a license for the production of CZ BREN 2 assault rifles and will help establish the production of ammunition.
The Ministry of Foreign Affairs of Ukraine also reported that Africa is interested not only in buying Ukrainian weapons, but also in placing their production on its territory.
Defense Industries Alliance
During his speech at the International Forum, the President of Ukraine Volodymyr Zelenskyy announced the creation of the Alliance of Defense Industries. Ukraine has developed a corresponding basic declaration as the basis of the Alliance, and 38 companies from 19 countries have already joined it: the USA, Great Britain, Germany, Sweden, Denmark, the Netherlands, Canada, Bulgaria, Australia, Belgium, Latvia, Lithuania, Estonia, the Czech Republic, North Macedonia, Slovakia, Spain, Croatia and Finland. This is a very strong start and it is expected that international companies will continue to join, because every manufacturer of weapons and military equipment can join.
Ukraine has all the necessary bases to build a powerful defense-industrial complex. Ukrainian enterprises are already producing artillery ammunition and cartridges, 155 mm caliber artillery systems that meet NATO standards, as well as unique systems: naval drones, long-range UAVs, missiles, anti-tank systems. All these weapons and military equipment are actively used at the front. Also, the creation of production in Ukraine will allow to attract a wide range of technologies and ideas and receive weapons tested in real combat conditions.

Defense Fund
In addition, a special defense fund was approved in Ukraine, which will provide funds for projects and programs necessary for defense, in particular for the development of military production and support for relevant cooperation. The fund will be filled with dividends from state defense assets and profits from the sale of confiscated russian assets.
In general, the holding of the International Forum of Defense Industries and the launch of the Alliance and the Defense Fund have shown global interest in opportunities to work in and with Ukraine in the production of weapons and defense equipment. All these are big and important steps on the way to defeating the occupier and protecting the state for years to come.
