On October 19, U.S. President Joe Biden delivered a prime-time speech to Americans to convince the public that the United States should continue to support Ukraine and Israel. This was Biden's second public address to the nation during his term in office.

The main narrative that the US president tried to convey is that Americans should not turn a blind eye to wars taking place on other continents, as military assistance, in particular to Ukraine and Israel, is an important contribution to America's future national security.

"This is a smart investment that will pay dividends in the form of security for generations. It will help keep America's military safe. It will help us build a safer, more peaceful and more prosperous world for our children and grandchildren," he said.

Biden's speech against putin and Hamas: the main points

In his speech, Joe Biden repeatedly equated the russian president with terrorists. He noted that although putin and Hamas are different types of global threats, they have one thing in common: the desire to destroy democracy.

The US President also reminded that deterring and defeating russia is not only Ukraine's goal, but also a logical national interest of America, because russia will not stop if it wins the war, and then the US military will have to fight for NATO countries that putin will start attacking.

According to Biden, the world is closely watching the US reaction to the war in Israel and Ukraine. And if America allows putin to destroy Ukraine's independence, potential aggressors around the world will be inspired by this and try to do the same, and therefore the risk of conflict and chaos could spread to other parts of the world.

"All of this will be in jeopardy if we leave Ukraine to fend for itself, if we turn our backs on Israel, and so on. And we should not do that. That's why on Friday I will send an urgent budget request to Congress to fund America's national security needs, to support our critical partners, including Israel and Ukraine," he added.

How much money does the US plan to allocate for Ukraine and Israel?

So far, no official details of the aid package have been made public, but it is known that the amount is more than $100 billion. At the same time, according to BBC Ukraine, American media, citing their own sources in the government, note that the aid will include:

- $60 billion for Ukraine and replenishment of U.S. stocks;

- 14 billion dollars for Israel;

- 10 billion dollars for humanitarian aid;

- 7 billion dollars for the Indo-Pacific region, including Taiwan;

- 14 billion US dollars for the protection of US borders.

This aid package was put together in order to get Congress to approve the funding. If the issue of support for Ukraine had been discussed separately, it is likely that Republicans who oppose this decision would not have allowed the funds to be allocated.

How much money has the United States already given to Israel and Ukraine?

Since the beginning of the full-scale invasion of russia, the United States has allocated more than $75 billion to Ukraine, including military, financial and humanitarian aid.

At the same time, Israel has already received a total of $158 billion, making it the largest recipient of US aid since World War II. In 2023, the Israelis received $3.8 billion in aid from America.

Will Congress pass additional funding for Ukraine and Israel?

As long as the House of Representatives does not have a permanent speaker, the issue of allocating any additional funds will be on hold. After Kevin McCarthy's resignation, a new speaker has not yet been elected, as the Republicans cannot make a final decision on their candidate, and thus the interim speaker is in office, with limited rights and responsibilities.

However, it is now known that despite the Republican leader's willingness to support the aid package, some members of the opposition have stated the opposite. Moreover, some tried to humiliate Biden for trying to compare "two separate and unrelated conflicts," and some even called it "disgusting."

So, first and foremost, the United States must elect a new speaker, and since the issue of support for Israel is urgent, it is likely to happen soon. However, it remains to be seen whether the opposition, or rather some of its representatives, will win.

It is worth reminding that russia has been actively trying to turn its Western partners against Ukraine or at least somehow spoil their relations for months. And now it is also trying to use the war in Israel to do so, accusing Ukraine of having ties to Hamas.
