Why was US Speaker McCarthy fired and how will this affect support for Ukraine?

For the first time in the history of the United States, the Speaker of the House of Representatives was dismissed, with the resignation of Kevin McCarthy's right-wing party colleagues, and the Democratic Party helping to oust the leader by casting its votes against him.


Only 216 congressmen voted for the resignation, of whom only 8 were Republicans, including Matt Gaetz and his supporters. The dismissal of the speaker was opposed by 210 people.


Now the House of Representatives has to elect a new speaker. Until this issue is resolved, a number of bills, including additional funding for Ukraine, are frozen and cannot be considered.

Why was Kevin McCarthy fired and what does Ukraine have to do with it?


At the outset, we should note that one of the main conditions for McCarthy's election to the post of speaker was a demand from the right-wing radicals to simplify the mechanism for his resignation. In the end, this played against him.


Among the reasons for the speaker's dismissal, Republicans cited cooperation with Democrats to quickly agree on a short-term resolution to fund the US government, as well as refusal to block aid to Ukraine. It is worth noting that right-wing radicals have long demanded that aid to Kyiv be cut off altogether.


"All this theater with Speaker McCarthy's failures led to him joining with Democrats to pass a resolution that continues to fund Ukraine and funds Jack Smith's interference in the upcoming election, against President Trump," Matt Gaetz wrote on his website.


In addition, during a conversation with journalists, Geitz said that his fellow party members would not have supported the resignation proposal if McCarthy had told them about "his secret deal with Joe Biden on Ukraine."


By this comment, he was referring to Joe Biden's statement on avoiding a shutdown, in which he called on the Speaker and other representatives of the Republican Party to fulfill their commitment to a separate vote directly related to the allocation of funds for Ukraine.


The right-wing radicals were particularly outraged by Biden's comment when asked by journalists whether he would trust McCarthy when "it comes time for the next deal," to which the president replied: "We just made a deal on Ukraine. So we'll see".


Kevin McCarthy denied making any third-party deals to finance Ukraine. Later, the speaker noted that Geithner's accusations were more about his desire to gain popularity than about the budget. McCarthy also said he was not going to run for speaker again.

Patrick McHenry, Steve Scalise, Tom Emmer, Matt Gaetz and others: who will become the new Speaker and how will it affect aid to Ukraine?


Voting for the new Speaker of the House of Representatives will take place next week. For now, an interim speaker has been appointed, Patrick McHenry. The Speaker pro tempore has limited powers and responsibilities.


Who could become the next Speaker of the U.S. House of Representatives?


Republicans for Ukraine, a pro-Ukrainian group in the United States, has assessed the likely candidates for the Speaker's post based on their voting record on 5 key provisions that have previously been related to aid to Ukraine. Congressmen were rated from A to F, where A means maximum support for Ukraine and F means no support.


Thus, Tom Emmer, a Republican member of the House of Representatives, received the highest grade of A. 


Steve Scalise, who is second in command after McCarthy in the House of Representatives, received a grade of B. It is worth noting that his candidacy for speaker is supported by one of the initiators of McCarthy's ouster, Matt Gaetz.


Matt Gaetz himself, as well as Jim Jordan and Byron Donalds, received the lowest grade of F.


It is worth noting that Ukraine's Ambassador to the United States Oksana Makarova wrote on her Facebook page that despite the fact that the candidates are already being actively discussed, it is too early to say who will be on the list of candidates and eventually get the position.


How will the appointment of a new speaker affect support for Ukraine?


U.S. President Joe Biden has said that assistance to Ukraine will not depend on the situation with McCarthy's dismissal. Ukrainian Foreign Minister Dmytro Kuleba also believes that internal processes in the United States will not affect the level of support for the country.


However, the need to re-elect the speaker in any case postpones consideration of additional funding for Ukraine. Therefore, until this issue is resolved, Kyiv can only rely on the limited budget that the US has left for the country.
